Odisha - Apply for Tourist Vehicle Permit (Jeep/Omni/Car)

Apply In-PersonEdit

  1. To apply for a tourist vehicle permit (jeep/omni/car) in Odisha the applicant has to approach the S.T.A office.
  2. Information related to the offices and permit issuing state/regional transport authorities can be obtained from the “Office Locations and Contacts” Section of this page.
  3. Application can be made in application form no.XXX or application form no. 45
  4. Application form no XXX can be downloaded from following link: Form XXX
  5. Application form no. 45 can be downloaded through following link: Form 45
  6. Please make sure you have all the documents that are listed down the “Required Documents” section of this page.
  7. Applications for permits are also available in the office of the secretary S.T.A. and secretary R.T.A.
  8. The applicant must first apply for allotment.
  9. After which the applicant can register the vehicle as a transport vehicle in the RTA/STA. Then only can permit be made

  1. To apply for tourist vehicle permit (Jeep/Omni/Car), the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
  2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
  3. The applicant will be taken to the “Manual” page where all the available services will be listed.
  4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
  5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
  6. Please follow the steps to complete the application.

  5. Copy of fitness certificate,

  11. Two Passport Size Photographs of owner.
  12. Copy of No Objection Certificate issued by the office of the deputy

Eligibility

  • A company or an individual engaged in a business of promotion of tourism by providing tourist transport vehicles on tourist circuits; or
  • any travel agency (who possesses his own vehicle or have taken a vehicle on lease for this purpose for a period of at least one year) run by a company or an individual provides all tickets for travel by air, rail, ship, passport, visa and also arrange accommodation, tours, entertainment and other tourism related services; or
  • the tour operator (Company or individual who provides for transport, accommodation, sight-seeing, entertainment and other tourist related, services for tourist, and who possesses his own vehicle or has taken a vehicle on lease for this purpose for a period of at least one year and is recognised by the Department of Tourist of the Government of India;

For New Application
  • Demand Draft for Rs. 2500/- for tourist permit drawn in favour of the Secretary, State Transport Authority.

For Renewal
  • Rs 500/- per year for tourist permit in the form of Demand Draft drawn in favour of the Secretary(State Transport Authority)

Validity

  • A tourist permit shall be deemed to be invalid from the date on which the motor vehicle covered by the permit completes 9 years in the case of a motor cab and 8 years where the motor vehicle is other than a motor cab, unless the motor vehicle is replaced;
  • Where a vehicle covered by a tourist permit is proposed to be replaced by another, the latter vehicle shall not be more than two years old on the date of such replacement.
NOTE: For the purposes of this sub-rule, the period of [9 years or 8 years] shall be computed from the date of initial registration of the motor vehicle.
  • The permit will be considered valid for a period from the date of initial registration of automotive covered with tourist permit -
  • In the case of motor vehicle, motor cab - 9 years
  • Vehicles other than motor cabs - 8 years

  1. Name of the applicant(s) in full
  2. Status of the applicant, whether individual, company or partnership firm, Coop. Society etc.
  3. Name of father or husband (in case of individual and in case of firm or company the particulars of managing partner or managing director as the case may be.
  4. Full address
  5. Information on whether applicant himself/herself intends to drive the vehicle. If so, whether, applicant:
  6. Holds Heavy Passenger Motor vehicle Driving Licence
  7. The number, date and validity period of driving licence
  8. Name and address of the Licensing Authority.
  9. Registration certificate along with the date of first registration and Insurance certificate number.
  10. Details of other permits if any, held in respect of a particular vehicle
  11. Details of total number of Tourist Permits held by the applicant
  12. Type of vehicle
  13. Make of Motor vehicle
  14. Particulars of convictions/suspension/ cancellation, if any, during the past three years in respect of the vehicle/permit held by the applicant(s)

Q. What is a permit?

  • Ans: Any vehicle which is to be used for carrying goods or passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.

Q. What is the difference between State and National Permit?

  • Ans: With State permit one can operate in the respective state only for which you have taken the permission and with national permit one can operate in whole country.

Q. Who is eligible for Permits?

  • Ans: Any registered owner of a transport vehicle can apply for the "Permit". However there are restrictions and permits are made available only after notification of Government.

Q. What are different types of permits available?

  • Ans: Six types of permits are functional in India:
  1. Stage Carriage Permit
  2. Contract Carriage Permit
  3. All India Tourist Vehicle Permit
  4. Private Service Vehicle Permit
  5. Goods carriage Permit
  6. National Permit Two other Permits (for short time duration):
(a). Temporary Permit
(b). Special Permit

Q. When can permits be applied ?

  • Ans: Normally permits can be applied any time. However the stage carriage permits are only issued at the time of notification as per policy. Further Supreme Courts direction for switching over to CNG made of fuel have also to be complied with at the time of time (or renewal) of permits.

Q. Who enforces the permit condition?

  • Ans: The enforcement wing of Transport Department inspect the permit conditions.

Q. What is the action taken against violation of permit conditions ?

  • Ans: Action is taken by State Transport Authority (STA) against these offenders Under Section 86 of M.V. Act for suspension/cancellation of permits.
