Odisha - Apply for Driver License (Car, Bike, Motorcycle)


Procedure

Apply In-PersonEdit

  1. To apply for a Driver License in Odisha the applicant has to approach the RTO office of the area.
  2. Information related to the RTO offices and licensing authority can be obtained from the “Office Locations and Contacts” Section of this page.
  3. You will have to submit Application either in Form No.4 or Application form no. 6 in front of licensing authority.
  4. Application form no 4 can be downloaded from following link: Form 4
  5. Application form no. 6 can be downloaded from the following link: Form 6
  6. The applicant should make sure they are eligible for applying for driver license by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
  7. Please make sure you have all the documents that are listed down the “Required Documents” section of this page.
  8. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  9. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
  10. For a Driver License you will be requested to bring your own vehicle where you will be tested for your driving skills.
  11. If the testing authority is satisfied with your driving skills a driving license will be provided.

  1. You can also apply for driver license online via state portal: State portal
  2. Select the online services tab from the web site page.
  3. From the dropdown menu select “DL Application”
  4. Once you select the option you will be redirected to sarathi portal: Sarathi
  5. Further you can follow the instructions as explained below online application via national portal.
  6. You can also apply online directly via national portal page as explained below.

Apply Online via National Portal - Odisha Apply for driver license online with Images

  1. To Apply for Driver License (Car, Bike, Motorcycle), the applicant can make the application online via the following link link
  2. The applicant has to click “Drivers/ Learners License” and select the respective state from the drop-down menu.
  3. On the next tab, the applicant has to click “Apply for Driving License” and read the instructions and click “Continue”
  4. Next the applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  5. Make sure that the applicant has to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
  6. Review the application and click “Submit”
  7. The applicant has to pay the prescribed fee as requested by the authority.
  8. An acknowledgment receipt will be displayed. Please save it for future reference, it contains the application summary and contact details of the person to be contacted.
  9. Next the applicant should book the slot and visit the office on the respective date.
  10. All the updates on the application status will be sent via SMS to the applicant’s mobile number.

  • For the permanent Driving License one has to apply before the Licensing Authority along with the following documents:
  1. Application in Form No. 4.: Form 4
  2. Application form no. 6: Form 6
  3. Medical Certificate form no. 1A:Form 1A
  4. Self declaration physical fitness:Form 1
  5. Learner License.
  6. three passport size photographs
  7. Aadhaar Card
  8. Residence Proof (attested copy of)
    • Ration Card with Affidavit or
    • Voter's Identity Card or
    • Certified Copy of Voter List or
    • Life Insurance Policy at least six months old with latest receipt or
    • Valid Passport or
    • Employer's Certificate in case of Central Government /State Government /Local Bodies supported by attested copy of Identity Card.
  9. Age Proof (attested copy of)
    • Educational Certificate or
    • Birth Certificate issued by the Registrar Birth and Death showing the name of the applicant or
    • Life Insurance Policy at least six months old or
    • Valid Passport (Attested) or
    • Employer's Certificate in case of Central Government /State Government /Local Bodies supported by attested copy of Identity Card.
  10. Driving Certificate in form-5 issued by approved Training School (Compulsory for Transport Vehicle License): Form 5

Eligibility

  • The minimum age to apply for a permanent licence to drive a private motor vehicle is 18 years.
  • You should have a valid learners licence.
  • You should apply after 30 days and within 180 days from the date of issuance of learners licence.
  • A person who is at least 20 years old and possesses a Learners License can obtain a Licence for driving a commercial vehicle. Also, one has to be conversant with the traffic rules and regulations in all the cases.

(i) L-plates must be conspicuously displayed on the front and rear of the vehicle.
(ii) Learner drivers of a particular category and transmission type of vehicle must be accompanied by somebody who has held a full driving licence for that category and transmission type, except in the case of solo motorcycles and vehicles of certain categories designed solely for one person.
(iii) Motorcycle riders must not carry any pillion passenger.
(iv) Bus drivers must not carry any passenger except a person giving or receiving instruction.
(i) MC 50CC – A motorcycle of 50 cc
(ii) MCW or MCWOG – A motorcycle without gear such as moped, scooter, etc.
(iii) MCWG or M/CYCL.WG – License to drive all motorcycles with gear as well as heavy bikes with gear anywhere in India.
(iv) LMV – Light motor vehicle license that includes auto rickshaws, jeep, motor cars, taxi, three-wheeler delivery van, etc.
(v) LMV–NT – A license to drive any light motor vehicle like car for non-commercial transportation that is for personal use.
(vi) LMV–TR – A light motor vehicle – transport license for driving light motor vehicles such as cars for commercial transportation and not valid to drive heavy motor vehicles (HMV).
(vii) HMV – A Heavy Motor Vehicle License that allows you to drive heavy or low motor vehicle ‘Open License’. It is an All India Driving Permit for Cars and Trucks.
