New Delhi - Request for Vehicle Enquiry (Police Department)

Apply Through Vahan Samanvay Portal

  1. A temporary blasting permission should be obtained from the respective police station having jurisdiction over the area. Some situation demands an applicant to apply with the respective office of the deputy commissioner of police for permission to use explosives to blast rocks.
  2. Contact link1 AND link2 Please select the respective district from the dropdown list against “Select District”. In the resulting page, select respective option from the dropdown list against “Useful Links” on the top right corner for details.
  3. The applicant shall use the contact information from the given page to find the concerned office as applicable. The applicant shall visit the respective office and brief the concerned authority about the requirement. Please collect the application form from the concerned authority or write on a plain A4 sheet as advised.
  4. Please complete the application form with the mandatory details and attach the required documents as per the “Required Documents” section of this page and submit it to the designated receiving authority.
  5. After receiving the application, authorities will check the application and documents. If all are in place, the application will be accepted.
  6. The authorities will make entries about this request in the manual record or electronically using the computer.
  7. The ”SMS” triggered update on the application status will be sent to the applicant’s mobile or the applicant gets a call from the department about the status.
  8. The concerned authorities will process the application to confirm the authenticity of the documents. The department will check the need OR the purpose for which the permission is sought.
  9. Once the department considers the application for further processing, the department will refer the matter to the concerned assistant mining engineer or the designated authority.
  10. The mining department will process the application as per department norms (to check the validity of the licence to possess the explosives, licence to transport explosives and the competence of the shot firer’s certificate as per records) to grant a "No Objection Certificate" for grant of a licence to use explosives as appropriate.
  11. On receipt of the “NOC” from the mining department, the department will conduct a site visit to check the pre-blast requirements.
  12. On a scheduled date, the inspection team will inspect the area to check and validate the details including the details provided in the application, the nearest building distance from the blast spot and any objection raised by the nearby building/property owners.
  13. The inspection team will also make a case study of the blast spot as per department norms to keep the safety and the security of the properties and the public life. Also, the team will make necessary enquiry in the surroundings.
  14. Once the inspection is completed and the outcome of the inspection and enquiry is satisfactory, a report with recommendation will be submitted.
  15. The permission approval authority will evaluate the application, documents, “mining department “NOC” and the inspection report to decide on the issue of temporary blasting permit.
  16. The permit will be granted and the signing authority will endorse the permit with his/her seal and sign as appropriate.
  17. The status will be conveyed to the applicant through an SMS or through a phone call.
  18. The applicant shall visit the concerned police station or the office as per notification to get the permit in person or the permit can be delivered through post or as per applicable norms.
  19. Please pay the fees as per authorities quote (if any).
  20. The whole process can be completed within 15 days or as per the department notified timeline. In need of urgency, the process can be completed as per the demand.


Note: A pre blast survey should be conducted under the supervision of an engineer specialized in rock mechanics.

Note: Apart from the above documents, the authorities may ask for additional information or documents. Please provide them for processing.

  • Whenever an individual wanted to make sure, that the particular vehicle is not a stolen or the vehicle does not involved in crime or the missing of the original papers and the vehicle has clean record for own use or to purchase shall apply.

  • Don’t forget to take all the originals of the document along with a copy for filing the request.
  • Incomplete application will be rejected.
  • Avoid spelling mistakes while filling the application form.

Need for the Document

  • This process ensures that the vehicle which an individual is planning to buy from someone or owning already is not a stolen vehicle and it does not involved in any criminal activity.
  • As the vehicle's RC, insurance are mandatory for the purchase of a used vehicle, it is also must, to get the clarification from the police department about the vehicle’s track record before the purchase of a vehicle from someone.
