Kerala - Renew Fertilizer (Insecticide ) Manufacturing License


Procedure

To renew fertilizer manufacture license the applicant must follow the below procedure.

Apply In-Person

  1. The applicant has to reach out to the licensing officer of the respective state agriculture department requesting the application form for renewing manufacture license.
  2. The contact link for agriculture department is given below in the location & Contacts section.
  3. The licensing officer grants the application form after receiving the prescribed fee from the applicant.
  4. If an insecticide is proposed to be manufactured at more than one place, separate applications for renewal shall be made and separate renewal licenses shall be issued in respect of every such place.
  5. The application form is available under the download forms section link: Form.
  6. The licensing officer accepts the renewal request only if the applicant satisfy the eligibility criteria as mentioned in the eligibility section.
  7. The applicant can download the application form fill up the requested details and then submit the application form to the licensing officer.
  8. The application fee can be sent as demand draft along with the application form and the supporting documents.
  9. The applicant will get intimation for inspection of premises through post or mobile in case if required. The insecticide inspector will inspect the premises where the fertilizer is manufactured and the staffs involved in the manufacturing process.
  10. The reports are submitted to officer for reference.
  11. A licence officer may, after giving an opportunity of being heard, refuse to renew the licence.
  12. If all the criteria is satisfied the license will be renewed. This is intimated to the applicant by post.
  13. The applicant can collect their renewed license copy from the licensing officer at the office.



Apply through Centres:

  1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. It is advised to take the documents in original to the kiosk for scanning purposes.
  4. The operator will process the application online.
  5. On successful submission, the applicant will receive an application number as acknowledgement.
  6. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
  7. If verified, the license will be hand delivered or sent through post to the address mentioned while applying in a stipulated period of time.

Eligibility

  • Any person who applied for renewal of license for undertaking pest control operations should be at least a graduate in Agriculture or in Science with Chemistry as a subject with a certificate of minimum 15 days training from any of the following Institutions—Central Good Technological Research Institute, Mysore; Indian Grain Storage Institute, Hapur and National Plant Protection Training Institute, Hyderabad.
  • Every person shall along with his application for renewal of a license to undertake operation of insecticides, file a certificate from the principal whom he represents or desires to represent.




Fees

Application for the grant of renewal of a license to manufacture any insecticide shall be made to the licensing officer and shall be accompanied by a fee of rupees fifty for every insecticide for which the license is applied, subject to a maximum of rupees five hundred.


Validity

A license granted under insecticides (Amendment) Act, is valid for a period of 1 year after which must be renewed on payment of renewal fee as prescribed.

Instructions

  • The license and any certificate of renewal shall be kept on the approved premises and shall be produced for inspection at the request of an Insecticide Inspector appointed under the Act or any other officer or authority authorized by the licensing officer.
  • Any change in the name of the expert staff, named in the renewal licence, shall forthwith be reported to the licensing officer.
  • An application for the renewal of a licence shall be made before its expiry and if such an application is made after the date of expiry but within three months from such date, a late fee of rupees five hundred for the first month or part thereof, rupees one thousand for the second month or part thereof and rupees one thousand and five-hundred for the third month or part thereof,


In case of licence to manufacture insecticides or to carry pest control operations:

  • Rupees one hundred for the first month or part thereof, rupees two hundred for the second month or part thereof and rupees three hundred for the third-month or part thereof, in case of any other licence shall be paid along with the application for renewal .
  • If the main pest control operation unit or the place of sale is located in the rural areas, the late fee shall be one-fifth of the original late fee.
  • In case of death or disability or the licensee, the Licensing Officer may after recording reasons in writing, exempt the applicant from payment of the late fee.
  • An application for renewal is made before the expiry of the licence and the order regarding refusal or renewal is passed after the expiry of the licence, the applicant shall be deemed to have been carrying on his business in accordance with the expired licence till the date of communication of the final order on that application.
  • Where an application for renewal is made after the expiry of the licence with late fee, the applicant shall be deemed to have been carrying on his business in accordance with the expired licence (from the date of expiry) till the date of communication of the final order on that application.
  • The licence shall continue to be in force until it is renewed or revoked.

Need for the Document

  • A person who wants to continue the production of insecticides after a certain time period are required to apply for insecticide renewal license.
  • The license given to the manufacturer is valid only for a certain period of time after which it has to be renewed to ensure the quality of insecticide manufacturing is maintained.
  • The renewal request must be ideally made before the expiry period of the existing license.

If the requestor for renewal of license has failed to comply with the conditions subject to which the license was granted or has contravened any of the provisions of this Act or the rules made there under. Then, without prejudice to any other penalty to which the renewal request of the license may be liable under this Act, the licensing officer may, after giving the requestor of the license an opportunity of showing cause, revoke or suspend the license
