- The first step is to identify a suitable premise and qualified personnel to setup the mini-dairy / milk dispenser. Make sure the mini-dairy / milk dispenser premises has complied with the laid out hygienic and operational requirements. (These have been mentioned in the eligibility section.)
- Contact the nearest Kenya Dairy Board office to obtain a notice of a preliminary inspection of premises. A list of KDB Office branches can be downloaded through this link.
- This will be followed by an inspection of the premises by the Kenya Dairy Board to determine whether the mini-dairy / milk dispenser premises has complied with the laid out hygienic and operational requirements
- If everything is in order, you can move on to the next step and make your application for license online. Where areas of non-compliances are identified, improvements should be undertaken.

- Visit the Kenya Dairy Board Licensing Portal to make your application for the milk mini dairy/ dispenser license and pay the requisite application fees
- If you are not registered , fill in the required information which include
- (i). Business details
- (ii). Applicant details
- to register.
- After registration, log in to your Kenya dairy board online account and make an application for inspection of the mini-dairy / milk dispenser and make a payment for the application. The application fees is Ksh. 600
- This will be followed by an inspection of the premises to ensure that it complies with the laid out hygienic and operational requirements of the Kenya Dairy Board and if successful, you are required to pay the requisite license fees. This you can do by logging into your Kenya Dairy Board Licensing Portal dashboard. The license fees is Ksh 6,000.
- Once payment is made the milk mini-dairy/ dispenser license will be processed within fourteen days and it can be downloaded from your online dashboard.
- The license has a validity period of one year and you can start operations immediately.
- Pay monthly cess and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)

Eligibility
- A milk processing license is issued to milk cooling facilities handling above/ below 5,000 litres of raw milk per day
- The milk cooling facility should comply with the laid out hygienic and operational requirements. This include compliance in the following areas among others;
- Premises: should be properly located, designed, ventilated, lighted and protected from contamination
- Equipment – Equipment, piping, accessories and other contact surfaces coming into contact with milk and milk products should be easy to clean and sanitize, corrosion resistant and made from food grade material
- Personnel: Milk handling personnel should be clean and well-groomed, properly attired and medically certified
- Record keeping: Quality records should be maintain and updated
- Waste management: Effluent and other solid wastes should be managed in accordance with regulations
- Utilities: Adequate supply of potable water and other essential utilities depending on type of operation
- Management: Premises should be managed by a qualified supervisor or manager
- Operations: Recommended processing schedules should be followed e.g. cooling temperatures and time controls
- Rodent and vermin control: Premises should be protected against invasion by flies, rodents, birds and other vermin

- The validity period is one year
- However non-compliance can lead to suspension of permit

Instructions
- Prepare the mini-dairy / milk dispenser premises to meet inspection standards.
- Request the premises to be inspected by the KDB inspectorate.
- Inspection is carried on application fee.
- On successful inspection the client makes an application for the lensing of the premises upon payment of necessary fees.

Need for the Document
- Licensing of mini dairies/ milk dispensers is an important activity in regulation of the dairy industry. It facilitates regular inspection of such premises to ensure compliance to milk quality and safety requirements.
- In Kenya no person is allowed to carry out milk processing without a valid milk processing license.
- Milk dealers are required to obtain relevant licenses and permits from Kenya Dairy Board.
- Premises dealing with milk and milk products are first inspected to establish compliance to milk quality and safety requirements prior to licensing.
- Routine inspections are subsequently conducted to monitor continued compliance.
- Non compliances may lead to suspension of license.
