Apply In-Person

1. Visit your nearest Tehsildar’s office.
2. An application form will be given to you, you also need a non-judicial stamp of Rs 2.
3. Attach all the relevant documents as mentioned in the “Required Documents” section of this page.
4. Submit the application form to the authorities.
5. The form will be forwarded to the concerned authority.
6. Within a day of application submission, the certificate will be issued, which you can collect from the tehsil office.
   

Apply Online

1. To apply online, visit the official page of the Jharkhand government.
2. Here is the link to the website: Registration link
3. Under “Department of revenue registration”, click on “non-encumbrance certificate”.
4. Click on “Click here to apply online”.
5. You will be directed to a login page where you can log in using credentials.
6. If you do not have an account follow these steps:
   • Click on “New registration”.
   • Enter details such as your name, email id and phone number.
   • Click on “submit”.
   • An OTP will be sent to your registered phone number and email ID.
   • Enter the OTP when prompted, you will be registered as a user.
7. Now go back to the login page and log in.
8. You will see a link to apply for a non-encumbrance certificate, click on it.
9. Fill the application form with all relevant details and attach the documents mention in the “required documents” section of this page.
10. Click on “OK”
11. You will receive confirmation of submission.
12. You will receive the application in a day.
13. You can also download the certificate by going to the e-Nibandhan portal.

15. You will have to pay a small fee if you’re availing of service from this portal.
    

• Application stamped with Rs.1.25 court fee.
• Proforma NEC.
• Affidavit.
• Income certificate.
• Identity Proof such as Aadhar card/ PAN card.
• Residence Proof such as Voter ID, Driving License, Electricity Bill.
  

Contact concerned sub-registrar’s office.

• You need to own land in Jharkhand.
• There should be no legal disputes on the land.
• The land should legally be yours.
  

No fee needs to be paid, but you do need to pay a small service fee.

Needs to be updated every 3 to 5 years.
