5. Application Forms No2, No 1 A, No 1 (for non-transport vehicle) is required. Application forms can be obtained from the following link : Form 2 Form 1 Form 1A
   
6. The applicant should make sure they are eligible for applying for LLR by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
   
7. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
   
8. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
   
9. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
   
10. The entry of details including Bio-metrics of the applicant will be taken on the same day.
    
11. The test of competence will be conducted on every Tuesday, Wednesday and Friday from 10.30 a.m. to 1.00 p.m.
    
12. On clearing the test, you will be provided a LLR.
    
13. If you fail the test, you will be allowed to re-take the test as per authorities advice
    

Apply Online:

1. To obtain learner driving license, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
3. The applicant will be taken to the “Manual” page where all the available services will be listed.
4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
5. The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
6. Please follow the steps to complete the application.

Apply through Centres:

1. To Obtain Learner's Licence in Daman & Diu, the applicant shall visit the nearest CSC/Tehsil Centre. Find contacts to CSC centres in the link provided:Link
2. Procure the mandatory application form from the concerned centre and fill it up with the necessary details required for the license.
3. Make sure to attach all the "Required Documents" along with the application form before submission.
4. Provide authorized signatory and photograph, wherever applicable.
5. Make the requisite payment required for the process (if applicable).
6. Now, submit the application to the office of the concerned centre and obtain the acknowledgement slip.
7. After successful verification, the Learner's License will be issued by the concerned authority.
8. Obtain the license from the concerned CSC centre by showing the acknowledgement slip.

5. Application-cum-declaration as to the physical fitness in Form-1.
   
6. Medical Certificate in Form No. 1A (only for persons applying for Transport license)
   
7. Three recent passport size photographs of the applicant.
   
8. Applicants for Transport Vehicle License must produce a Permanent Driving License for Light Motor Vehicle held by him, at least for one year.

10. If the applicant is not able to produce address or age proof documents for a sufficient reason the licensing authority may accept any affidavit sworn by the applicant before an Executive Magistrate, or a First Class Judicial Magistrate or a Notary Public as evidence

• Any person who is:
  

1. 16 years of age is eligible to get a license for driving a Motor Cycle without Gear - Not exceeding 50 cc.
   
2. 18 years of age is eligible to get a license for driving a Motor Cycle with Gear and Light Motor Vehicle.
   
3. 20 years of age is eligible to get a license for driving a Transport Vehicle, if he/she has One year old license
   

• Those who apply for permanent license has to get LLR
  
• Also, no person shall be granted a learners license to drive a medium or heavy goods vehicle or passenger vehicle unless he has held a driving license valid for a light motor vehicle (LMV) for at least one year.
  

• Rs. 30 for each class of vehicle. Rs. 10 for each test.
  

• Learner's Licence is valid only for six months from the date of obtaining it.
  

Note: One can apply for a permanent license only after a month after receiving Learner's License

• In India, two kinds of Driving Licenses are issued: Learners License and Permanent License. A Learners License is essential for obtaining a Permanent License
  
• Learners license (LLR) is a permit given by local transport department for learning driving before obtaining a permanent license. The learner’s license has a validity period of 6 months and the holder of the permit should obtain a permanent driving license before the expiry of this period, if not renewed. In addition a permanent driver license can only be issued after 1 month of obtaining a learner's license.
  
• A Driving License is an official document certifying that the holder is suitably qualified to drive a motor vehicle. Under the provisions of the Motor Vehicles Act,1988 in India
  
• No person can drive a motor vehicle in any public place unless he holds a valid Driving License issued to him.
  

• It is a punishable offense to drive the vehicle without a valid license
  
• Those who are under 18 Years are not supposed to drive
  
• RTO officials has the right to decide upon the issue of license
