Apply In-Person

1. All application for Change School Registration Particulars for private school are filed and processed by the Department of Educational Planning and Research Services, which fall under the Ministry of Basic Education office. (Address details are mentioned under contact and location section below).
2. Collect the Application form for change in the establishment of a private school ,from the department office or Regional/local Education office or use this link to download, Link
3. The completed forms together with the registration certificate and any supporting documents (mentioned below) should be submitted in quadruplicate, to the Local Education Office (L.E.A). The L.E.A officer will then complete/fill, sign and stamp the L.E.A section on the forms, one copy will then be retained by the applicant, the L.E.A office will then retain one copy and send two copies to the Ministry of Basic Education office for evaluation, processing and consideration by the permanent secretary.
4. The local education authority shall forward its recommendation/views in regards to the application to the Permanent Secretary.
5. On receipt of any application file and Local education authority recommendations, the Permanent Secretary will only consider the requested changes in the registration details of the school as the case may be, if he/she is satisfied that;

   • The teaching and accommodation are or will be adequate to the class of school it purports to be;
   • The physical health and moral welfare of the pupils will be adequately provided for; and
   • The school will not be managed in a manner prejudicial to law and order.

6. If the permanent sectary is certified that all the conditions as set for the application are meet, the private school modified registration particulars will be registered by the ministry registrar and the modified registration certificate will be signed and stamped by the Permanent Secretary/minister and made available for withdrawal by the applicant against his/her identification document and the acknowledgment receipt/applicant retain application form at the Local Education Authority office.

• If any change in any way affects the layout of the school buildings, an approved plan of the school buildings indicating the changes
• proof of land ownership, approved plans for the new site (in case of transfer of the school to a new site/address)
• proof of ownership (in case of any change in the ownership of the school)
• provide references for the manager (in case of any change in the manager of the school)
• proof of change of name: certificate of in-corporation if it’s a company ( in case the adoption by the manager of the school, by any means, in relation to the school, of a different nomenclature from that in which the school is for the time being registered as aforesaid)
• Provide Copy of the curriculum-syllabi to be used (in case the provision of any class, standard or form, whether or not such class, standard or form is parallel to any existing class, standard or form in the school)
• Provide a copy of syllabi to be used. If its international curriculum attach a proof of accreditation from the relevant body ( in case the provision of any nature and form of education in the school, being a nature or form of education different from the nature or form of education falling within the classification in which the school is for the time being registered)
• Valid identification document
• The school registration certificate
• Any other supporting document requested for by the legal authority

During the following circumstance will the owner/operator of a private school be eligible to apply;

• The provision of any additional class, standard or form, whether or not such class, standard or form is parallel to any existing class, standard or form in the school;
• The provision of any nature or form of education in the school, being a nature or form of education different from the nature or form of education falling within the classification in which the school is at the time being registered under;
• The adoption by the manager of the school, by any means, in relation to the school, of a different nomenclature from that in which the school is for the time being registered as aforesaid;
• Any change in the ownership of the school;
• Any change in the manager of the school;
• The transfer of the school to a new site;
• The alteration of any qualification for admission to the school

Appeals to Minister

• Any person aggrieved by a decision of the Permanent Secretary not to register any change in the establishment of a school may file an appeal to the Minister of Basic Education.
• The Minister may confirm or vary such decision. Any decision of the Minister shall be final and shall not be questioned in any court.

• Owner/operator of the school details
• Name and address of the school
• Contact details (Telephone, email address, fax, postal address)
• School registration certificate number
• State the purposed change in the school you request to implement
• Declaration by the applicant (signature)

No changes shall be made in the establishment of any Private registered school, unless the ministry of Basic Education is notified and the particulars of the change have been recorded in the register by the ministry registrar after being approved by the ministry of basic education, permanent secretary.
