Apply In-Person:

  1. To apply for renewal of micronutrient mixture fertilizers license, the applicant may request the application form from the License Registering Authority, Department of Agriculture in his/her state of residence. Find contacts to the agriculture department, West Bengal in the link provided: Link. Find more contacts in the "Office Location & Contacts" section of this page.
  2. Find required forms in the link provided: Link.
  3. Make sure to have all the necessary documents listed under the "Required Documents" section of this page.
  4. The applicant must fill up all the details as demanded by the authority and submit the form to the licensing officer.
  5. A mandatory application fee needs to be sent through demand draft along with the application form and other supporting documents and sales of the preceding year to the licensing officer.
  6. After accepting the prescribed fee, the licensing officer approves the application received from the applicant. Find more about the cost required for the procedure in the "Fees" section of this page.
  7. If the applicant sells the fertilizer at more than one place, then he/she must make separate applications for a renewal license for each place.
  8. The licensing officer will grant the renewal request only if the applicant meets the eligibility criteria as mentioned in the "Eligibility" section of this page.
  9. The verification officer will verify the license renewal form and other documents and issue an acknowledgement slip.
  10. The applicant must collect the acknowledgement slip and keep it safe for future reference.
  11. The application for renewal will be further processed by the concerned authorities which may take 10-15 days.
  12. The applicant will get a notification for the inspection of premises through post or via SMS/call if required. The officials will inspect the premises where the fertilizer is sold.
  13. At the time of inspection, all the reports shall be furnished to the officer for reference.
  14. The license officer may refuse to renew the licence even after being heard.
  15. Eligibility criteria must be satisfied for the license to be renewed. Once the license is prepared, the applicant will receive an SMS or call on the registered mobile number to collect the same from the authority.
  16. The final processing of the application generally takes 5 days. However, it may vary from state to state.
  17. The applicant can collect their renewed license from the licensing officer by providing the acknowledgement slip.


NOTE:Every holder of a Wholesale, Retail, Industrial, fertilizer license, requesting to renew the license shall make an application to the registering authority before the date of expiry of the said license.


Apply through Centres:

  1. To apply through centres, the applicant has to approach the respective “CSC” centre in their area. Refer the following link for location: CSC Locator link
    • NOTE: The applicant has to select the state, district and block name from the drop-down menu, or the applicant has to click on their respective district to find nearby centres.
  2. Please visit the centre and consult with the centre operator for your requirement.
  3. If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
  4. Now, submit the completed application along with the required documents as per the “Required Documents” section of this page. It is advised to take the documents in original to the kiosk for scanning purposes.
  5. The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
  6. Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
  7. This application will be forwarded to the respective department for further processing.
  8. ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
  9. The submitted application will be processed by the department. A designated authority will verify the submitted documents and inspect the area of the applicant to clarify the applicant’s details.
  10. Based on the outcome of the above-mentioned steps and other internal processing, the designated issuing authority will issue the license.
  11. The status, viz. Approval or Rejection will be conveyed to the applicant through an “SMS” or applicable norms.

EligibilityEdit

  • Bachelor of Science in Agriculture from a recognised University or Institute/Bachelor of Science in Chemistry from a recognised University or Institute/Diploma in Agriculture Science from a recognised University or Institute/Certificate course on Agri-Inputs for a minimum period of six months from National Institute of Agricultural Extension Management (MANAGE), National Institute of Plant Health Management (NIMPH) and other Government approved institutes.
  • To sell fertilizers the applicant need to be a graduate with a chemistry major.
  • B.SC Agriculture can also apply for the license.


FeesEdit

  • The application fee for the renewal of a license: Rs.5000/- (Rs.500/- for retailers) under 0401 crop husbandry.
  • Additional late fee: Rs.500/-, if applied within one month from the date of expiry of the license.
  • The applicant needs to pay Rs. 1250/- to the Department of Agriculture as a mandatory fee.
  • Debiting of required fee of Rs.6000/-

InstructionsEdit

  • The license for renewal shall be produced for inquiry at the request of an appointed officer or authority authorized by the licensing officer.
  • Any name change in the licence shall be reported to the licensing officer.
  • The application for the renewal shall be made before its expiry or within three months from such date.
  • An additional late fee of Rs. 500/- will be applicable, within one month from the date of expiry of the license.
  • The holder of the license shall comply with the provisions of the Fertilizer Control Order 1985.
  • The holder of the license shall from time to time report to the Registering Authority for any alteration in the premises of sale depot and warehouse attached to the sale depot
  • The wholesale dealer or the retail dealer except for a State Government dealer or a manufacture importer shall not sell fertilizers for industrial use.
  • The applicant shall, along with his application for renewal of a license, file a certificate from the concerned person whom he/she represents.

Need for the DocumentEdit

  • A fertilizer license is beneficial for both applicant and the consumer for trading as it verifies that the applicant is a certified dealer of the micronutrient mixture fertilizers.
  • A fertilizer license also ensures the delivery of good quality certified fertilizer and enhances the knowledge base regarding the mix of micronutrient fertilizers.


Information which might helpEdit

  • If the applicant fails to fulfil any of the conditions or provisions of the Act for grant of the license, then, the licensing officer may withdraw or cancel the license.
  • The applicant who is an industrial dealer shall submit a report of the industry to the Central Government by the 15th of April for the preceding year, showing the stocks as of 1st of April of the reporting year, source wise receipts during the year, sale and closing stocks of fertilizers along with the source purchase/sale price.
  • The applicant who is a wholesale dealer shall submit a report of his industry to the Registering Authority and a copy to the Enforcement Inspector, Fertilizer or such other officer of the State Government under whose jurisdiction the site of business is established. The applicant must submit on the 5th of every month, showing the opening stock, receipts sales and closing stocks of fertilizer in the preceding month. He/she shall also submit such other returns as may be defined by the Registering Authority.
  • A renewal application is made before the expiry of the license.
  • The order regarding refusal or renewal is passed after the expiry of the licence, the applicant shall be allowed to have been carrying on his business following the expired licence till the date of information of the final order on that application.
  • The license continues to be in force until it is renewed or cancelled.
