Procedure[edit]

Apply in Person

  1. Apply for sanction to the Municipal Commissioner.
  2. Link for application form : Form Link

  4. Please submit the completed application form along with required documents to the authority meant for this purpose
  5. The applicant should deposit fee amount as determined by the Corporation. Fees can be paid by filling challan number and the details as prompted under the link : Link for payment
  6. Department will examine all the documents, deeds, annexure etc. Any discrepancy, if found, will be communicated to the applicant for rectification
  7. A date for site inspection will be communicated
  8. Meanwhile verification of details submitted and clarification of details will be processed.
  9. After the inspection is done, the case may be presented before the Municipal corporation body for any discussions and clarification’
  10. If the application has met all the requirements, the applicant will be communicated to pay the sanction fee as derived.
  11. Once the payment is made, the sms alert to AE and Executive Engineer will be sent
  12. The plan proposal will be communicated to the applicant(LBS/Architect) as well as owner and ESE (if any), through email & SMS stating that they have to come in person to the concerned Executive Engineer (Civil) for signing of the hard-copy of the plan which will be printed by the department on the basis of the on-line submitted .dwg file updated by LBS/Architect



Before you apply online, please make sure that the required documents are scanned and kept ready.

  1. Applicant has to create his user id and password using the following link: Link for login
  2. Once you get the page, please select “Sign Up” to get the next page for creating user registration. Once user id created, Please use the link to login : Signup link
  3. After login, you will get a new screen. Please select “Building Plan Entry” option to get a screen.
  4. This screen will prompt you to enter required details. Once all the details are entered, please hit save to complete the process.
  5. Applicant will get a plan number. This number will be useful to track your application status.
  6. Now again login as mentioned earlier and choose “Building Plan Search” option to get new screen and fill in plan code number and hit search.
  7. In the new window click “documents upload” on the bottom and upload the required documents as prompted to complete uploading of documents.
  8. Then hit “return with selected Docs” option to get another screen. Here please select “Save” option to save the entries.
  9. From this point onwards applicant will get screens to enter all the required details pertaining to plan. Please enter the applicable data and proceed till you gat “submit the case” option.
  10. Click the option to finish this procedure.
  11. The applicant should deposit fee amount as determined by the Corporation. Fees can be paid by filling challan number and the details as prompted under the link : Link for detail
  12. From this point onward please follow how to apply in person procedure to conclude.

Required Documents[edit]

  • Six sets/copies of plan ( at least one set Blue Print).
  • Building Application Form of appropriate value depending on area of land.
  • Assessment Book Record copy.
  • Paid Tax Bill for last quarter and undertaking in non-judicial stamp paper in prescribed format.
  • N.O.C from respective bodies like for example: Kolkata Improvement trust.
  • Observation of Chief value-er and Surveyor's Department
  • Indemnity Bond Rs.50 and if height >8.0 m, another Indemnity Bond of Rs.10 for ULC.
  • Affidavit for Internal Finance Unit(Building) and ULC (Urban Land Ceiling ).
  • Land Ceiling Clearance certificate.
  • Application : Annexure - A - giving details of rooms, toilets, kitchens etc.
  • Application :Annexure - B - giving details of lofts, ledge/tand ,mezzanine floor store, garage etc.
  • Application :Annexure - C - giving details od stairs
  • Application :Annexure - D - giving details of lifts.
  • FAR and open space Calculation Sheet showing details of Area.
  • Calculation of Car Parking Area.
  • Certified copy &original receipt of registration of free gift of the splayed portion as required under Sec.405.
  • Appeal for conditional Section.
  • Legality of Existing Structure.
  • Registered undertaking for Rehabilitation of the Existing Tenant(s) required for conditional sanction during construction.
  • Boundary Declaration
  • Copy of Deed and Plan
  • Registered Power of Attorney or Minutes of Board Meeting.
  • Soil Investigation Report.
  • Structural Design Calculation.
  • Declaration/Undertaking as prescribed.
  • Declaration for throwing of strip of land to the passage.
  • Registered Undertaking for common Passage with original receipt of Registration in prescribed format.
  • Certificate of Structural Engineer of the applicant.
  • Certificate of Architect/LBS of the applicant.
  • West Bengal Fire Service observation.

That's fine. But before that,take a look at the documents required for sanction of Building Plan.

Sanction of plan is one of the essential documents that is needed for construction of your new house. Take a quick look at the papers and documents required for sanction of Building Plan.

  • Six sets/copies of plan ( at least one set Blue Print).
  • Building Application Form of appropriate value depending on area of land.

For the following cases the observation of Municipal Building Committee (MBC) is required prior to sanction:

  • Land area exceeding 500 Sq.m.
  • All buildings exceeding 14.5 m in height.
  • Corner Plots having width of means of access more than 10m.
  • Buildings other than residential use group.
  • Plot situated within 500m from Flyover or Bridge Approach.

Extension of validity period of Sanction Plan or Revalidation:

  • Application letter giving reasons seeking such extension.
  • Consolidated rate bill(current).
  • Letter from concerned LBS/Architect & ESE. Certifying that the construction already done in conformity with the Building Permit(sanction) ensuing structural stability.
  • Comencement letter.copy of sanctioned plan.
  • If the construction is not commenced within two years of issue of Building Permit,extension of validity of the Permit(Sanction )shall not be allowed.
  • Subject to submission of all aforesaid documents, the Municipal Commissioner may allow extension of the said Permit U/S 399 with deposition of requisite fees & charges.
  • In cases where the construction had not been started within two years from the date of issue of Building Permit (Sanction),extension of validity may be granted for th ebalance period as the authority may deem fit & proper on payment of fees and charge prescribed in this behalf.

Works for which permission is not required

  • Erection,re-erection,addition to or alteration of an internal partition wall does not violate any of the provisions of the act or these rules.
  • A parapet wall or cornice or chajja within the boundaries of the sites and not overhanging a street,so however,that the total height of the parapet wall shall not be more than 1.50 m and width of the cornice or chajja shall not be more than 50cm.
  • Repairing of a staircase or lift-shaft.
  • White washing or painting.
  • Re-flooring of the surface of an existing floor.
  • Re-construction of an existing damaged roof without changing the character and dimension of such roof.
  • Erection of false ceiling in any floor for air-conditioning,lighting or decorative purpose.
  • Plastering and patch work.
  • Providing or closing an internal door or window,or a ventilator ,not opening directly opposite to a door or a window of another building.
  • Replacing of fallen bricks,stones or repairing of damaged pillars or beams.
  • Repairing or renewing plumbing services.
  • Carrying out such other work as is necessary in the opinion of the Municipal Commissioner,for reasons to be recorded in writing,to maintain the building in a condition of good repair or to secure it to present danger to human life.
  • Boundary wall upto a height of 3m on the periphery of the premises.
  • No permission is required after demolition of an existing building.However a prior notice should be given in this regard for information of Municipal Commissioner.It should be ensured that the demolition work should be carried oout under the supervision of an empanelled Structural Engineer.

Works for which Permission is required

  • To erect a new Building .
  • For making addition and alteration of an existing Building.
  • To re-erect any Building where the structure had been pulled down,burnt or destroyed .
  • For change of use of the existing building. In no case garage would be converted.
  • To demolish any part of the building in case of heritage building. In such cases,permission from Heritage Conservation committee is required.
  • Reconstruction of the existing roof.
  • For any structural change.
  • For change or closing of any means of access ingress or egress.
  • To cover any space between walls or buildings to the extent of the structure formed by the roofing or covering of such space.
  • To remove or reconstruct the principal staircase or to alter its position.
  • For installation of a new lift.
  • To close permanently any door or window in any external wall.

It is necessary to have permission of the Conservancy and Water Supply departments prior to execution of the following works: Conservancy Department:

  • Erection of scaffolding on footpath/road.
  • Stacking of building materials on footpath/road. In case of repair,only for construction,such fee is accepted along with Building Sanction Fees.
  • Stacking and /or disposal of refuse/rubbish etc.on footpath/road.In case of repair,only for construction such fee is accepted along with Building Sanction fees.

N.B.:Such permission shall be available on payment of prescribed charges for the same .

  • Water Supply Department
  • For using water required in plastering,flooring and other repair /civil works.
  • Note: Such permission shall be available on payment of prescribed charges for the same.

Need for the Document[edit]

  • No person shall erect a new building, or re-erect, or make addition to or alteration of any building as specified in section 392, without obtaining a sanction in the form of a Building Permit from the Municipal Commissioner under the West Bengal Town and Country (Planning and Development) Act, 1979 (West Bengal Act XIII of 1979).
  • Having land on his name is the primary criteria to build a house, but before construction of the building one has to obtain sanction from Municipal Building Committee (MBC), If applicant comes under following criteria
    • Land area exceeding 500 Sq.m.
    • All buildings exceeding 14.5 m in height.
    • Corner Plots having width of means of access more than 10m.
    • Buildings other than residential usage group.
    • Plot situated within 500m from Flyover or Bridge Approach.



Information which might help[edit]

  • Any construction work carried out without a valid sanction plan is liable to demolition
  • You have to complete all procedures of online data fill up within 3 days from first login.
  • It is advisable to keep the mark stone provided by surveyor after measuring.
