Before applying for a prospecting licence under the Mineral Concession Rules, 1960, the applicant first needs to show identification of a mineral resource. Next, the minerals must be categorized depending on the usage and other differentiates as follows:

  • Category 1: Minerals used for construction and other purposes, minor minerals like Road metal, Gravel, Slate, Lime concur, Mosaic chips and Limestone slabs (Colour and Black) etc.
  • Category 2: Minerals useful for decorative purpose and recently converted into Minor Minerals from Major category which are useful in industrial purpose viz. Granite Marble and 31 minerals.

Apply Online

  1. Go to the website Link
  2. If already applied for registration or registered to IBM website, then click on login to proceed.
  3. If not, select the category of applicant and then click continue.
  4. An applicant seeking registration is categorized into four categories: a. Individual, b. Association of Individuals, c. Firm or d. Company.
  5. While applying for registration, the applicant should tick the category to which he/she belong.
  6. Based on the category selected the appropriate screen will open and further details of applicant will be displayed for filling.
  7. If the category is Individual,
    • The mandatory fields for which the entry of data is compulsory is marked as *.
    • Business Activity can be more than one and multiple activities can be selected by holding the Ctrl key and then clicking.
    • Position in the mine (Owner/Agent/Manager/Mining Engineer) is applicable only when the activity selected is mining. For other activities, it is none.
    • For state, select the state from the drop down list of options and after that select the district.
    • Email is very important as the user id /password /registration no. will be forwarded to this email id. So proper email id must be given.
    • Enter the PAN number and any one from voter id, passport number or driving license.
    • For security question, choose a question and then provide the answer.
    • It is requested to memorize the answer as it would be required for generating fresh password in case the applicant forgets the password.
    • Enter the code displayed and then press continue button.
  8. If the category is Association of Individuals,
    • Association of individuals means when more than one person joins together to perform a business activity.
    • The fields marked with * are mandatory fields and information is to be compulsorily provided.
    • Business Activity can be more than one and multiple activities can be selected by holding the Ctrl key.
    • For state, select the state from the drop down list of options and after that select the district.
    • Email is very important as the user id /password /registration no would be forwarded to this email id. So correct email id must be given.
    • Select Citizenship, if selected citizenship is INDIAN/NRI then the PAN number is mandatory and you must enter any one from voter id, passport number or driving license.
    • If more than one associate is there, their particulars can be entered after clicking the Add button marked ‘+’.
    • For security question, choose a question and then provide the answer.
    • It is best to memorize the answer as it would be required for generating fresh password in case the applicant forgets the password.
    • Enter the code displayed and then press the continue button.
  9. If the category is Firm,
    • Firm means more than one person joins together to perform a business activity and is registered under Partnership Act.
    • The fields marked with * are mandatory fields and information is to be compulsorily provided.
    • Business Activity can be more than one and multiple activities can be selected by holding the Ctrl key.
    • For state, select the state from the drop down list of options and after that select the district.
    • Email is very important as the user id /password /registration no. would be forwarded to this email id hence proper email id must be given.
    • Select Firm type.
    • If firm type is Unregistered then enter only PAN of the firm.
    • If firm type is Registered, enter the registration number and any one/all (PAN/ TAN/ TIN) of the firm.
    • The details of all partners can be entered after clicking the Add button marked ‘+’.
    • Select Citizenship, if selected citizenship is INDIAN/NRI then the PAN number is mandatory and you may enter any one from voter id, passport number or driving license of the partners.
    • For security question, choose a question and then provide the answer. It is requested to memorize the answer as it would be required for generating fresh password in case the applicant forgets the password.
    • Enter the code displayed and then press continue button.
  10. If the category is Company,
    • Company means a company registered under Indian Companies Act, 1956.
    • One registration is granted under Rule 45 of MCDR for a Company by the Regional office of Indian Bureau of Mines under whose jurisdiction the registered office of the company is located.
    • In case company engaged in mining, trading and end user activity, the details of mines held, Mineral consuming plants, trading and storage facilities must be entered in the registration form ‘M’.
    • Even though the company has more than one mine, plant and storage facility located under the jurisdiction of various Regional offices of IBM, the registration of the company shall be done by the regional office under whose jurisdiction the registered office of the company is located. In such cases the location of mine, plant or storage facility may not be under the jurisdiction of Regional office responsible for allotting the registration under Rule 45 of MCDR.
    • The fields marked with * are mandatory fields and information is to be compulsorily provided.
    • Business Activity can be more than one and multiple activities can be selected by holding the Ctrl key.
    • For state, select the state from the drop down list of options and after that select the district.
    • Email is very important as the user id /password /registration no would be forwarded to this email id hence proper email id must be given.
    • Enter the registration number and any one/all (TAN / TIN) of the Company.
    • Enter the details of officer responsible for conduct of business.
    • The details of all Directors of the Company can be entered after clicking the Add button marked ‘+’.
    • Select Citizenship, if selected citizenship is INDIAN/NRI then the PAN number is mandatory and you may enter any one from voter id, passport number or driving license of the Directors.
    • For security question, choose a question and then provide the answer. It is requested to memorize the answer as it would be required for generating fresh password in case the applicant forgets the password.
    • Enter the code displayed and then press continue button.
  11. Relevant documents as mentioned in ‘Required Documents’ section of this page can be uploaded as needed.
  12. After completing the entry of minimum data required for registration, you will be asked for the confirmation about the entries.
  13. If all the entries are correct, then you can press Confirm button, otherwise click on Edit/Change button to modify the entries.
  14. After clicking on Confirm button, the Application Id and password is communicated to the applicant on the email id indicated while applying for the registration form within 24 hours.
  15. In case of any problem, the applicant may approach the concerned Regional office for solution.
  16. The applicant can view the status of his application and can edit his details by logging the system with application id and password communicated to him through the e-mail.
  17. Further details can be entered now or later by logging with Application id and password.
  18. Details like State Licence, Mines Held, PL details, RP details, Storage and Mineral Consumption can be entered by clicking ‘+’ button against the options.
Note: It is mandatory to change the password after first logging.

Apply In-Person

  1. To apply for Mining Lease under the Mineral Concession Rules, 1960, you must approach your concerned Drawing and Disbursing Officer, IBM. The address can be found in the ‘Office Locations & Contacts’ section of this page.
  2. There, you need to fill in details of Form B. Click on the below link to download Form B Link
    Note:For mining of minerals belonging to Category 2, you need to fill in Form P & Form N as well. Links: Form, Form-N
  3. To fill in the form, you will need to provide some general details mentioned in the ‘Required Information’ section below.
  4. Then, fill in the number and date of the valid clearance certificate of payment of mining dues/ If on the date of application the applicant does not hold a prospecting licence, it should be stated whether an affidavit to this effect has been provided to the satisfaction of the State Government.
  5. Select the mineral or minerals which the applicant intends to prospect.
  6. Fill in the period for which the prospecting licence is required.
  7. Provide details of the extent of the area the applicant wants to prospect.
  8. Also provide details of the area in respect of which prospecting licence is required.
  9. Details regarding surface rights over the area for which prospecting licence is required/ the written consent of owner and/or occupier of the land for undertaking prospecting operations must also be given.
  10. Then, give a brief description of the area with Particular reference to: situation of the area in respect to natural features, name of the village and the khasra number (in case of village) or the name of the working circle, the range and the felling series (in case of forest area)
  11. For areas where no forest maps or cadestral maps are available, a sketch plan should be submitted on scale showing the area applied for together with boundary, if any, of any other existing mining lease or prospecting license area if the area applied for has any common point or line with the boundaries of existing prospecting license or mining lease areas.
  12. In case a cadestral map of the area is available, the area on this map should be marked showing the name of the village, Khasra number and area in hectares of each field and part thereof (the area applied for shall cover whole survey numbers).
  13. In the case of forest maps, the area should be marked on the map showing the range and felling series.
  14. In case neither cadestral nor forest maps are available, the area should be marked on sketch plan drawn to scale showing all important surface and natural features, the dimensions of the lines forming the boundary of the area and the bearing and distance of all corner points from any important, prominent and fixed point or points.
  15. An affidavit, that the up-to-date income tax returns, as prescribed under the Income Tax Act, 1961, has been filed, and tax due, including the tax on account of self-assessment has been paid.
  16. Particulars of the areas mineral-wise within the jurisdiction of the State Government for which the applicant or any person joint in interest with him: Already holds under prospecting licence; Already applied for but not granted; Being applied for simultaneously.
  17. Nature of joint in interest, if any.
  18. If you intend to supervise the works, your previous experience of prospecting and mining should be explained/ if you intend to appoint a manager, the name of manager, his qualifications, nature and extent of his previous experience should be specified and his consent letter should be attached.
  19. Financial resources details.
  20. Particulars of receipted treasury challan attached.
    Note:
    • No item/column should be left blank or deleted. If the information for any column / item is nil it should be so stated. Leaving it blank or making dashes or writing N.A. is not enough. A clear and definite reply must be given.
    • A detailed plan and topographical map are to be attached in triplicate with the original application in case mineral applied for is a scheduled mineral.
    • If the application is signed by an authorised agent of the applicant, Power of Attorney should be attached.
    • The application should relate to one compact area only.
    • A large-size map, as may be available, should be attached for proper demarcation of the areas, especially when the area Applied for is 40 hectares or less.
  21. The completed Form B needs to be signed by you and the witnesses and submitted to the regional Controller of Mines (address mentioned in ‘Office Locations & Contacts’ below)
  22. Along with the form, attested copies of relevant documents (as listed in the “Required Documents” section of this page) and a Demand Draft of Rs. 500/- drawn on any nationalized bank, in favour of Drawing and Disbursing Officer, IBM, (name of concerned region) must also be submitted to the DDO.
  23. The entire process will take about 90 days to complete.

Note: Only photocopies of certificates of qualifications / experience / age etc. duly attested by a gazetted officer of the Central or State Government should be sent with the application form. No original documents need be sent. They may be submitted only when called for by the competent authority.

  • Be Indian (except with previous approval of central government).
  • Also, Mining lease will not be provided if total area covered exceeds ten square miles.

  • This license needs to be renewed periodically.
  • The renewal of license must be applied 90 days before the date of expiration for Category 1.
  • For Category 2, renewal must be applied 1 year before date of expiry.
  • The lessee must pay a dead rent every year (except the first year of the lease) to the State Government.

Need for the DocumentEdit

  • A mining licence gives the licence holder the sole right to mine for specified minerals.
  • Also, mining without licence is illegal and likely to attract a penalty of up to Rs 25,000 per hectare or two years imprisonment or both.


Information which might helpEdit

The state or federal government has the right to terminate a lease or licence before its time on the following grounds:

  • regulation of mines and mineral development;
  • preservation of natural environment;
  • control of floods;
  • prevention of pollution;
  • to avoid danger to public health or communications;
  • to ensure safety of buildings, monuments or other structures;
  • for conservation of mineral resources; and
  • for maintaining safety in the mines.


However, no such order for premature termination will be made without giving the licence or lease holder a reasonable opportunity of being heard. Also, the mining lease will lapse if you fail to start mining operations within two years of the date of execution of the lease or discontinue mining for a period of two years unless the state government is satisfied with the reasons for such delay.
