Uganda - Register as Certified Public Accountant of Uganda (CPA)

Procedure[edit]

  • A person enrolled under Accounts regulation Act shall, present a certificate of enrollment to the registrar, be registered as a certified public accountant of Uganda, and his or her name shall be entered on the register of accountants.
  • In order to be issued a certificate you must satisfactorily complete an examination in accounting, auditing, and other related subjects as the Council of Public Accountancy determines to be appropriate.

You must send your completed and signed application together with these following items:

  1. A Completed and signed application form
  2. Attach proof of payment
  3. A 2 x 2 passport-type photo (less than 1 year)
  4. Photocopy of Statement of Particulars filed with the Uganda Registration Services Bureau.
  5. A copy of your government issued Personal Identification Card (passport, drivers license, etc.) which must be in English
  6. Fully completed and endorsed Moral Character Reference Forms from three (3) different individuals.
  7. Completed Experience Affidavit form(s) detailing 1 - 2 years' experience, verified Licensed CPA Holder, as appropriate for your education level and desired license type
  8. Authorization for Interstate Exchange of Examination and Licensure Information (If you passed the CPA exam elsewhere and/or you are licensed in a jurisdiction other than Uganda)
  9. Official college/University transcripts detailing all courses taken;
  10. Foreign transcripts must be accompanied by a foreign academic credential evaluation (transcripts and evaluations must be sent separately and directly to the Council of Certified Public Accountants)
  11. The examination shall be held by the Council and shall take place as often as the Council determines to be desirable, but not less frequently than once each year.

  • Professional Indemnity Insurance Policy Cover.
  • Completed 2017 CPD return.
  • Completed Self-Assessment Questionnaire.
  • Firm’s Letterhead.
  • Up-to-date Curriculum Vitae (CV).
  • Evidence of relevant practical experience obtained.
  • Continuity of Practice Arrangements.
  • Letter of No-Objection from Current Employer (for part-time practitioners).
  • Photocopy of a current Work Permit (in case you are a non-Ugandan).
  • A 2 x 2 passport-type photo (less than 1 year)
  • A copy of your government issued Personal Identification Card (passport, drivers license, etc.) which must be in English

Note: Disqualification from enrollment.

  • If the applicant has been adjudged by a competent court to be of unsound mind;
  • If the applicant is an undischarged bankrupt;
  • If the applicant has been convicted of a serious criminal offence or an offence involving fraud or dishonesty.

Eligibility[edit]

To obtain a certificate of certified public accountant, all applicants:

  1. Must be 18 years old or older,
  2. Possess good moral character; and
  3. Educational requirements:
  4. The applicant is required to have obtained a minimum qualification at least a degree conferred by a college or university recognized by the Council; and
  5. shall be required to have completed not less than 30 semester hours of additional study at such a college or university, the educational program to have included an accounting concentration and those related subjects as the council shall determine to be appropriate.
  6. A person who holds and has continued to hold a valid Certificate of Certified Public Accountant of another country for a period of not less than 10 years preceding the date of his application under consolidated Act 2000-chapter 266 doc. of Public Accountants Act, and who is and continues to be in the active practice of public accountant in that other country for a period of not less than 5 years preceding the date of his application.
  7. If, upon examination of the credentials of that person, the council is satisfied that the applicant is as well qualified for the practice of public accountancy as if he met the applicable educational requirements specified in Accountants Act of Uganda and any continuing education requirements established by regulation of the Council.

Fees[edit]

  • The registration fee shall be determined by the council, from time to time, and shall be due and payable to the secretary.

  • Council recommends a minimum contribution of UgShs. 50,000 for charity for Katalemwa Cheshire Home.

Validity[edit]

  • The certificates are effective for a period not exceeding 2 years and shall be renewable biennially upon application to the Council.
  • The Council of Public Accountancy shall maintain a list of all persons to whom it has issued certificates.

Instructions[edit]

  • A person enrolled as a full member CPA (U) under Accountants Act and registered under rule and regulations may use the title “certified public accountant of Uganda” (CPA(U)) after his or her name.
  • Successful examinees should personally register and sign in the Roster of Registered Professionals.

Required Information[edit]

  1. Details of certificate of practice.
  2. Affidavit to comply with the Accountants Act, 2013 and all the applicable regulations, rules or guidelines.
  3. Affidavit to be complying with the applicable professional standards, rules, guidelines or regulations. Affidavit to comply with the ethical requirements of the Institute.
  4. Show readiness to notify the Institute promptly of all changes in circumstances of the firm.
  5. Information showing Continuing Professional Development requirement and other training requirements set by the Council.
  6. Information on professional indemnity insurance requirements.
  7. Information on competency requirements for the areas of work that the applicant will undertake.
  8. Affidavit to comply with the provisions of the Anti-Money Laundering Act, 2013 and Anti-Money Laundering Regulations, 2015 10.
  9. Proof knowledge, that information given in the form is correct.

Need for the Document[edit]

Please provide the need for the procedure. e.g. Birth Certificate - why do we need to have a birth certificate? 
 

Information which might help[edit]

  • There is established an institute to be known as the Institute of Certified Public Accountants of Uganda which shall be a body corporate.
  • Where the registrar has reason to believe that an accountant has ceased to practice, he or she may send to that registered person a notice by registered post inquiring whether that person has ceased to practice in Uganda; and if no reply is received by the registrar within six months from the date of the notice, the registrar shall remove from the relevant register the name of that person.

To register as a ICPA(U) student, one must have at least one of the following qualifications.
Degree

  • A degree from a recognized University.
  • If the qualification is obtained from outside Uganda, it must be accredited by the respective government.

Certificates/Diplomas

  • Accounting Technicians Certificate from recognized professional bodies such as ICPAU, KASNEB, etc.
  • Diplomas pursued in a period of at least two years from recognised universities or institutions of higher learning.
  • If the qualification is obtained from outside Uganda,it must be accredited by the respective government.
  • Certificates from other professional courses such as ICSA, CPS(K), CIPS, CIM etc.

A-level

  • A Uganda Advanced Certificate of Educaton(UACE) with at least two principal passes plus a Uganda Certificate of Educatoin (UCE) with atleast 5 credits, including English Language and Mathematics or the Equivalent.

Other uses of the Document/Certificate[edit]
