Apply In-Person

  1. An application for a licence to conduct a public lottery shall be made to the Board in accordance with regulations made by the Board and shall be accompanied by the prescribed fees.
  2. You should start by obtaining recommendations from the Local authority to obtain public gaming Licence.
  3. After getting the recommendation. You can then proceed to visit the National board gaming Board (NGB) offices to make the application for a public gaming license.
  4. You will be given an application for Public Gaming License -Form A1 to complete Application for Public Gaming License Fill The form in duplicate.
  5. Proceed to make the application payment
    • Investigation Fee (Local) UgSh. 10,000,000
    • Application Fees UgSh. 1,000,000
    • Licence Fee for Betting UgSh. 250,000,000
  6. Submit the completed form Form A1 to the NGB attached with the following documents
    • Recommendations from the Local authority
    • Receipt of payment of Investigation fee
    • Identification documents
  7. The NGB will review the application and make investigations into the gaming premises before approval. Investigation by the Board to determine suitability of applicant and premises.
  8. Upon successful review. The NGB will grant the gaming licence. After a processing period usually takes a period of one month.

  1. Proof of incorporation (Memorandum and articles of association).- Uganda Registration Services Bureau.
  2. Investment certificate for foreign applicants.- Uganda Investment Authority.
  3. Recent annual forms of returns of a company with share capital.
  4. Proof of physical location.
  5. Most recent audited books of accounts.
  6. Bank account details.
  7. Corporate social responsibility (submit plan of corporate social responsibility).
  8. Security guarantee.
  9. Proof of payment of prescribed fees.
  10. Business plan.
  11. Rules and descriptions of games and equipment.
  12. Details of company shareholders, directors and key employees.
  13. Suitability of premises, subject to the inspection and approval by the board at a fee of 1,000,000 Ugshs.

EligibilityEdit

  1. A person who desires to hold games of chance for winnings in money or money’s worth.
  2. The Board shall, in determining whether an applicant is suitable to hold a licence or permit under this Act, consider—
    • The financial status or solvency of the person.
    • The educational or other qualifications or experience of the applicant having regard to the nature of the functions which, if the application is granted, the person shall perform.
    • The status of any other license or approval granted to the applicant by any financial sector regulator.
    • The ability of the applicant to carry on the regulated activity competently, honestly and fairly; and
    • The reputation, character, financial integrity and reliability—
    • in the case of a natural person, of that person; or
    • in the case of a company, of the company, its chairperson, directors, chief executive, management and all other personnel, including all duly appointed agents, and any substantial shareholder of the company, if the chairperson, director, chief executive, management or the personnel are shareholders of the company.

  • You should start by obtaining recommendations from the Local authority to start public gaming premises.
  • An application for the issue or renewal of a license or permit shall be submitted to the Board in duplicate.
  • A person shall not conduct a public lottery without a licence issued by the Board.
  • Where an application is made for and on behalf of a partnership, society or body corporate it must be signed by a partner or the secretary to the society or body corporate as the case may be.
  • A separate application must be made in respect of each premise on which the applicant wishes to organize and manage gaming

  • A bookmaker shall keep a full and accurate record of all betting transactions entered into by him so as to show in respect of each period of fourteen days—
  1. the total amount of bets received by him (including bets received at an authorized race meeting), and the total amount of winnings paid by him;
  2. in the case of bets received at a place other than an authorized race meeting—
    • the total amount of losing bets and the total amount of winning bets; and
    • the total amount of any bets
  • A bookmaker shall, within seven days following each period of fourteen days, submit to the Collector, a fortnightly certified statement in duplicate together with the duplicate of all tickets issued by him and a remittance for the amount of the tax due under
