- To obtain a reconnaissance permit, the applicant has to visit the Ministry of Energy and Mineral Development offices in person.Visit their website on the following link
- Here you will be issued with approved application form for reconnaissance permit which shall require specific information to be provided to the Director of mines, fill and submit.
- Any applicant intending to carry out reconnaissance surveys shall apply to the Minister for a reconnaissance permit.
- Fill in the required information properly and attach the required documents to the application before. The Applicant must also be able to prove the following :
- An application for a petroleum reconnaissance permit shall be in the manner prescribed by regulations and shall be accompanied by the prescribed fee.
- A petroleum reconnaissance permit shall be for a geographically delineated area.
- That applicant should have adequate financial resources and technical competence and experience to carry out effective reconnaissance operations
- The Applications for a petroleum Reconnaissance Permit are lodged to the Director of Mines who, upon being satisfied that the Application meets requirements, will pass the Application and his/her recommendation to the minister for their decision.
- Submit the completed application form and pay the required application fee and submit the receipt as proof of payment.
- This is followed by verification of reconnaissance survey by the Licensing officer from the licensing Authority.
- Recommendations based in findings of the investigation will be made to the Minister for the final approval.
- At this point,the applicant is notified if the applicant has been successfully accepted to licensing authority or which rectifications have to be made in order for petroleum reconnaissance to be licensed.
- Upon a successful approval, the Minister may, on application duly made for a petroleum reconnaissance permit , issue the permit within ninety days after receipt of the application in such a manner and on such conditions as the Minister may determine.
- Once the licensing process is done and a licensing authority is satisfied from the plans, descriptions or other information furnished under the Rules that the manner of reconnaissance permit proposed by an applicant for a license is safe and suitable, the minister may grant to the applicant a license of the kind applied for.
- if an Applicant is granted a petroleum Reconnaissance Permit it may only be valid for a period that does not exceed one year. Reconnaissance Permits may be renewed for an additional period that also does not exceed one year, however, it is not transferable.
- Applications that are lodged that do not meet the threshold requirements will not be considered.
Note:
- The reconnaissance permit shall state—
- the date of issue of the permit;
- the area to which the permit relates;
- the type of data for which the permit is issued;
- the conditions on which the permit is issued; and
- the duration of confidentiality of the data collected.
- It shall be a condition of every reconnaissance permit holder to give the Minister a copy of the data collected free of charge

- Applicants name and contact details should be indicated on the application form.
- Description of the area being applied for in accordance with the ministry Mercator Grid, together with details of the plan.
- Details of the proposed reconnaissance program, with details of the equipment expected to be used and the names of persons who are responsible for the program
- Details of the proposed reconnaissance programs expected time frame
- Any additional information that the Director requires
The Applicant must also be able to demonstrate the following:
- Demonstrate that they have adequate resources, technical competence and experience to carry out the proposed petroleum reconnaissance program
- Evidence that the proposed petroleum reconnaissance program is adequate for project.
- Evidence of payment of application fees.

Required InformationEdit
- Name,address and nationality of the applicant. (If body corporate, provide the corporate name, registered office address and place of incorporation).
- Tax Identification Number /VAT Registration Certificate.
- Corporate status of ownership (sole proprietorship, partnership, unincorporated business, incorporated private/public company, association or a co-operative)
- If the body corporate is incorporated outside Uganda, proof of establishment of the place of business in Uganda and registration as a foreign company in accord.
- Proposed location of project (District, county, sub county, parish and village)
- Size of survey(in terms of area.
- Expected date of commencement of petroleum reconnaissance .
- Estimated date of completion of the project.
- Name,address and qualifications of the potential principle contractors and supervisors to be employed for the project or company to undertake the construction/modification.
- Description of the project and amount of investment capital, supported by a Bank Reference Letter.
- Description of safety programmes, equipment and plans for protection of occupation health, industrial safety and environment during regular and operations as well as contingency plans for accidents, natural disasters and emergencies.
- Any other additional information considered relevant to this application

- Reconnaissance permits are non-exclusive and may be issued to different persons in respect of different reconnaissance activities in the same area or areas.
- A reconnaissance permit,unless otherwise determined by surrender or cancellation under sections 89 and 90,shall remain in force for eighteen months from the date of issue
