Uganda - Obtain a Non governmental organisation certificate

Procedure[edit]

In Person[edit]

  • Application letter should be addressed to the Secretary NGO Board (which should clearly state the geographical area of operation, field of operation/ activity)
  • Fill Form A(application for registration)
  • Present a valid name reservation from Uganda Registration Services Bureau (URSB)
  • Fill form B(application for certificate of registration
  • NGOs that acquired the NGO registration certificate but have never incorporated under the Companies Act shall have to apply for a certificate of incorporation though they will be exempted from some requirements like; name reservation, LCs, Line ministry

Required Documents[edit]

  • Your identity document like driver's licence, passport, etc
  • Proof of physical address and postal address, with contact numbers.
  • Proof of employment
  • Declaration in the form of a UI-19 or an electronic declaration directly to the UIF stating the reasons for the termination of your employment to UIF offices.

Eligibility[edit]

Both locals and foreigners are eligible for obtaining a certificate of Non Government Organization provided the meet the required standard



Fees[edit]

  • registration of local NGOs Uganda Shillings 20,000
  • Registration of foreign NGO s U.S dollars 100



Validity[edit]

A certificate of registration shall be issued in the first instance, for a period of twelve months from the date of issue of the certificate;

Processing Time[edit]

The NGO Board sits once every month. Any registering NGO should expect its Certificate of Incorporation after a month of lodging its papers. .

Instructions[edit]

  • Application letter should be addressed to the Secretary NGO Board (which should clearly state the geographical area of operation, field of operation/ activity)
  • Fill Form A(application for registration)
  • Present a valid name reservation from Uganda Registration Services Bureau (URSB)
  • Fill form B(application for certificate of registration
  • NGOs that acquired the NGO registration certificate but have never incorporated under the Companies Act shall have to apply for a certificate of incorporation though they will be exempted from some requirements like; name reservation, LCs, Line ministry recommendations etc



Required Information[edit]

Two sureties (Prominent people or other operational organisations)[edit]

  • The Line Ministry (Under which the objectives fall)
  • Work plan (For first year of operation)
  • Itemized Budget (For First year of Operation)
  • An organizational chart
  • Memorandum of Understanding between the organisation and their donors (If any)
  • Incase the organisation is registering a branch of an organisation already registered

In another country, they should submit[edit]

  • A certified copy of the Board resolution from the main organisation authorizing the registration of a branch in Uganda and also a letter to that effect. Certification can be by the Home Office or a Notary Public.
  • Recommendation letter from the home office from the country of origin where the organization was originally registered.
  • Recommendation from the Diplomatic Mission of Uganda in the Country from which the organization is originating.

Incase its a new organisation and not a branch of an existing organisation , they should submit: -

  • A recommendation letter for the promoters who are not Ugandan citizens, from the home office from the country of origin
  • Recommendation for the promoters who are not Ugandan citizens, from the Diplomatic Mission of Uganda from their country of origin
  • Memorandum of Understanding between the organization and the Line Ministry in Uganda
  • Photocopies of immigration status of the promoters
  • Certificate of Good Conduct/ No Criminal Record of the promoters from the Police in their country
  • Certified copies of academic documents and evidence of work experience of volunteers coming to work in Uganda
  • A certified copy of the constitution of the organisation which should have been certified by the home office or a notary Public from the country of origin and two Copies of the Constitution drafted for use in Uganda.
  • Curriculum vitae of the promoters and expatriates working for the organisation in Uganda

Need for the Document[edit]

According to the 2006 Non Government Organisations Registration Act all NGOs are required to apply for permits before they can be allowed to operate in Uganda
