  1. The first step is to acquire a suitable vehicle for the milk transportation and qualified personnel to setup the milk business. Make sure the milk transport vehicle complies with the laid out hygienic and operational requirements.
    • No person shall export milk or milk products unless he or she has applied for reshipment inspection and has been issued, by the Authority, with a Milk transport permit to transport the milk or milk products by road, rail or air.
  2. Contact the nearest Dairy Development Authority office to provide the relevant details of the Milk Transport business and required documentations.You should visit their website on the following Link Dairy Development Authority
  3. Here you will be given and application for a permit form to fill and submit. After this you are supposed to return the form of the application
  4. Before the Applicant is permitted to deal in Milk Transport, the Authority shall satisfy that the applicant meets the requirements necessary for carrying out the activity.
  5. An application to undertake Milk transport shall be in Form I set out in the Third Schedule to these Regulations.
  6. The application shall be accompanied by the fee specified in the Fourth Schedule to these Regulations.
  7. The application shall, in addition to the fee referred to above , shall Indicate :-
    • the full name and address of the applicant;
    • in the case of a company limited by shares, the names and full addresses of its directors;
    • a commitment to submit to the Authority samples of each batch of milk or milk products to be transported for quality tests;
  8. The transport permit shall not be unreasonably withheld and shall be issued to the applicant within a period not exceeding twenty-five working days after receipt of the application by the Authority.
    • Seek regular advisory services from DDA’s Compliance Officers for the Bulk transport containers (tankers) how they should be designed and transport equipment layout goes on.
  9. On completion of bulk transport container of the milk cooling facility, contact the nearest DDA office for a preliminary inspection of the transport container equipment.
    • Where areas of non-compliances are identified from the inspections, improvements should be undertaken so that everything is up to par.
  10. If everything is in order, you can move on to the next step and submit your application for a milk Transport permit/ license through the Dairy Development Authority Licensing Board.
  11. Once payment is made the milk transport permit/ license will be processed within twenty-five days.
  12. The license has a validity period of one year and you can start operations immediately.
  13. Pay monthly dues and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)

  • Any person who carries on any of the activities in sub-regulation (2) without a registration certificate commits an offence.
  • Any person who exports milk or milk products without a valid transport permit commits an offence.

Need for the DocumentEdit

  1. The permit for milk transporters serves a regulatory purpose and the process of its acquisition is provided for under the law
  2. Milk handlers who transport or convey raw milk from one point (source) to another (destination) are required to apply for milk transport permit from DDA.
  3. Licensing of milk Transport is an important activity in regulation of the dairy industry. It facilitates regular inspection of transport carriers to ensure compliance to milk quality and safety requirements.
  4. In Uganda no person is allowed to carry milk or permit any milk to be carried in a prescribed area except with a valid milk Transport permit.

  • Failure to comply with the provisions of the registration would attract a fine of Ugx. 500,000/= and/or imprisonment for a period not exceeding six months
  1. Milk dealers are required to obtain relevant licenses and permits from Dairy Development Authority.
  2. Premises dealing with milk and milk products are first inspected to establish compliance to milk quality and safety requirements prior to licensing.
  3. Routine inspections are subsequently conducted to monitor continued compliance.
  4. Non-compliances may lead to suspension of license.

Requirements for Registration as Milk Transporter

  1. Cans shall be made of food grade materials (aluminium, stailess steel or plastic)
  2. Bulk transport containers (tankers) shall be designed in accordance with appropriate standards to ensure ease of cleaning and disinfecting, drainage avoidance of contamination.
  3. Open pickups shall not transport milk unless the pick-up is built in such a way as to preclude dust and rain.
  4. Milk transporter vehicles shall be kept clean at all times.
  5. Transport vehicles shall not be allowed to carry any other goods, persons or animals in the carrier bed.
