Procedure[edit]

Apply In-Person

  1. The first step is to identify a suitable premise and qualified personnel to setup the milk cottage industry. Make sure industry premises has complied with the laid out hygienic and operational requirements. (These have been mentioned in the eligibility section.)
  2. Contact the nearest Dairy development Authority office to obtain a notice of a preliminary inspection of premises.you can visit their website on the following link Dairy Development Authority
  3. This will be followed by an inspection of the industry premises by the Dairy Development Authority to determine whether the milk cottage industry premises has complied with the laid out hygienic and operational requirements
  4. If everything is in order, you can move on to the next step and make your application for license. Where areas of non-compliances are identified, improvements should be undertaken.
  5. Before the Applicant is permitted to open up a Milk cottage industry, the Authority shall satisfy that the applicant meets the requirements necessary for carrying out the activity.
  6. An application to undertake Milk cottage industry shall be in Form 2 set out in the Schedule of the Regulations.
  7. The application shall be accompanied by the fee specified in the Fourth Schedule to the Regulations.
  8. The application shall, in addition to the fee referred to above , shall make sure that the Structures  :-
    • housing the unit shall be of sufficient area to carry out work under sanitary or hygienic conditions.
    • and design shall allow location of equipment in such a way that does not impede product and personnel flow.
    • Materials used in construction shall be non-toxic to humans.
    • The materials shall be water proof and non-decompsable under the work environment but this shall exclude polyethylene linings.
    • The walls inside the workroom shall be smooth, cleanable, and have a uniform pattern.
    • Seek regular advisory services from DDA’s Compliance Officers for the Milk Cottage industry , how they should be designed and equipment layout goes on.
  9. On completion of Milk Cottage facility, contact the nearest DDA office for a preliminary inspection of the facility.
    • Where areas of non-compliances are identified from the inspections, improvements should be undertaken so that everything is up to par.
  10. If everything is in order, you can move on to the next step and submit your application for a milk cottage industry permit/ license through the Dairy Development Authority Licensing Board.
  11. Once payment is made the milk cottage permit license will be processed within twenty-five days.
  12. The license has a validity period of one year and you can start operations immediately.
  13. Pay monthly dues and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)

Eligibility[edit]

  1. A milk processing license is issued to milk cooling facilities handling above/ below 5,000 litres of raw milk per day
  2. The milk cooling facility should comply with the laid out hygienic and operational requirements. This include compliance in the following areas among others;
  3. Premises: should be properly located, designed, ventilated, lighted and protected from contamination
  4. Equipment – Equipment, piping, accessories and other contact surfaces coming into contact with milk and milk products should be easy to clean and sanitize, corrosion resistant and made from food grade material
  5. Personnel: Milk handling personnel should be clean and well-groomed, properly attired and medically certified
  6. Record keeping: Quality records should be maintain and updated
  7. Waste management: Effluent and other solid wastes should be managed in accordance with regulations
  8. Utilities: Adequate supply of potable water and other essential utilities depending on type of operation
  9. Management: Premises should be managed by a qualified supervisor or manager
  10. Operations: Recommended processing schedules should be followed e.g. cooling temperatures and time controls
  11. Rodent and vermin control: Premises should be protected against invasion by flies, rodents, birds and other vermin

Validity[edit]

  • The validity period is one year
  • However non-compliance can lead to suspension of permit

Instructions[edit]

  1. Any person who commits an offence under these Regulations or contravenes any condition or restriction imposed by or under the Regulations in relation to any certificate or permit issued to him or her is liable, on conviction, to a fine not exceeding twenty five currency points or imprisonment not exceeding six months or both.
  2. The court may, in addition to the penalty order that any milk or milk products in respect of which the offence has been committed be forfeited to the Authority.
  3. Prepare the milk cottage industry premises to meet inspection standards.
  4. Request the premises to be inspected by the DDA inspectorate.
  5. Inspection is carried on application fee.
  6. On successful inspection, the client makes an application for the leasing of the premises upon payment of necessary fees.
  7. License is issued.

Need for the Document[edit]

  • Licensing of milk cottage industries is an important activity in regulation of the dairy industry. It facilitates regular inspection of such premises/ industries to ensure compliance to milk quality and safety requirements.
  • In Uganda, no person is allowed to operate a milk cottage industry without a valid milk processing license

  • Premises dealing with milk and milk products are first inspected to establish compliance to milk quality and safety requirements prior to licensing.
