Uganda - Obtain Court Bailiff License

Procedure[edit]

  • Applicant must write in-person to the chief registrar through the Magistrate court Office and through the Uganda Court Bailiff Association before filling the application form

  1. The application letter should include the following:
    1. Recommendations from three referees
    2. Reports regarding the applicant from
      • The resident district commissioner
      • The district police commander
      • The county chief
    3. The manager of the bank in which applicant account is kept
    4. Verify the all the information submitted; and
    5. Inspection report on the applicant’s facilities of storage.
  2. The chief registrar will carry out a Verification exercise the following will be considered:
    If the applicant is of good repute and financial standing
    If the applicant has adequate facilities for the safe storage of goods
    If the applicant is not an undischarged bankrupt or the subject of any bankruptcy proceedings in any country; and
    If the applicant has not been convicted of any criminal offence involving dishonesty.
  3. Once the verification is over within 2-7 days the applicant will receive a reply from the Chief registrar of the high court.
  4. After filling the application, attach the required documents and the application form should be submitted to the High court of Uganda or you can forwarded them to the:-
    The Register
    The High Court of Uganda.

  5. You are required to submit the application with all the required documents.These documents include:
    1. Attach a photocopy of application letter to Chief Registrar with a reply letter from the Court registrar.
    2. Proof of payment of subscription fee.
    3. Recommendation from a Senior Practicing Court Bailiff.
    4. Certificate of Registration of Trade Name.
    5. Insurance policy for Burglary and Fire.
    6. Completed filled up application form from Courts of Judicature and attach all requirements thereon.
    7. Receipt for office rent.
    8. Bank statement.
    9. Payment of license fees.
    10. Passport photographs (3 copies)
    11. Certificate of no objection from Uganda Court Bailiff Association Executives.
  6. The registrar and Authorities after checking the attached documents and details submitted will make entries and provide you record number for reference.
  7. You are also to proceed to pay the prescribed Licence fees and submit the payment receipt together with the application documents. An application form is free charge.
  8. A processing time of 14 days is needed to complete the processing of the Court bailiff Licence (CBL), after which you will be contacted through a phone call to collect your new license at the High Court offices.
  9. You will be required to carry your identification documents when collecting your new license.

  • Passport photograph (2 copies).
  • Members who are pursuing Bailiffs Course at LDC will bring proof of admission or completion of the course.
  • Office inspection of Bailiffs.

Eligible applicant must possess a diploma/degree/certificate in Law from LDC or other recognized institutions.

Instructions[edit]

  • The court bailiff shall not sell any of the attached property to himself or herself or a member of his or her family or a firm or company in which he or she has an interest.
  • Where property to be attached by the court bailiff is over three thousand shillings, Court Bailiff shall produce to the appointing authority a cover policy of the estimated value of the property.
  • Within fourteen days of taking out a Licence the court bailiff should show that the general insurance has been taken.

Information which might help[edit]

Every application for a Court Bailiff Licence and appointment as a court bailiff shall be in writing and shall state—

  • The full name, place of business and postal address of the applicant;
  • The language in which the applicant is literate and his or her standard of education;
  • The facilities and their location the applicant has for the safe storage of goods;
  • The name of the applicant’s bankers and the address of the branch in which his or her account is kept;
  • The permanent place of the applicant’s residence; and
  • Names and addresses of three referee
