Uganda - Import a Private Vehicle used in Foreign country

- The process of importing a privately used /second hand vehicle in Uganda is very simple.
- It is advisable to use the services of a clearing agent who can facilitate the process of preparing the necessary Customs documents.
- When engaging with your preferred clearing agent ensure you provide all the importation documents including but not limited to:
- Passport - original, (if issued within last 2 years, the old passport is also required)
- Residence Visa/Work Permit - original
- PIN Certificate , obtained through the Uganda Revenue Authority
- Bill of Lading/Air Waybill, original
- Comprehensive Packing List
- Authority to import vehicle , Nominating a licensed customs clearing agent to act on their behalf
- Original logbook from country of importation in case of motor vehicle
- Certificate of Road Worthiness – provided by the owner to the Uganda Bureau of Standards
- Clean Report Finding (CRF) and vehicle log book – in English
- Certificate of Title and Registration -original, must be in importer’s name, state chassis & engine serial
- Import Declaration Form (IDF) , which the customs agent will use to make declaration on your importation.
- The clearing agent in Uganda will electronically document the vehicle to be imported in Uganda Customs offices.
- Documenting process of importing a vehicle in Kenya takes place online on the Uganda Customs online system.
- The clearing agent in Uganda clears the goods/vehicle to be imported on your behalf.
- First time arrivals with approved Work Permit and returning citizens residing outside of Uganda with original 2 year Work Permit abroad are allowed to import one vehicle duty free.
- For additional vehicles an Import Declaration Fee (IDF) in Uganda is payable for clearance of imported goods/vehicles in Uganda.
- The Import Declaration Fee in Uganda is usually 2.25% of the CIF Value/price of the goods or a minimum of Ugsh 200,000.
- The Customs will then check the documents and release the goods for verification.
- Verification will be done by the Customs and other interested regulatory bodies to determine the road worthiness of the vehicle imported.
- The verification will determine the duties and tax payable on any additional imported vehicles apart from the one vehicle which is acceptable in Uganda. If there are no additional vehicles the clearing agent will be issued with a release order and will be free to collect the vehicle.
- In the case of there is more than one additional vehicle, the clearing agent will be issued with the release orders derailing the amount of tax, duty and port charges you are required to pay vehicle after which the vehicles will be released to the clearing agent (or importer).
- After payment, you can now collect your vehicle/s and transport it/them to your destination.

EligibilityEdit
- The importer should have attained the age of 18 years
- The importer should have resided outside Uganda for at least 2 years
- The importers should not have resided in Uganda for 90 days or more within the 2 years before returning to Uganda.
- The motor vehicle should be imported within 90 days from the importer’s arrival
- The motor vehicle should be personally owned and registered in the importer’s name or spouse’s name.
- The importer should have used the motor vehicle to be imported for at least twelve months prior to the importation.
- The motor vehicle should meet the Uganda standard code of practice for inspection of road vehicles.
- (a) The motor vehicle should not be over eight years old
- (b) The motor vehicle should be a right-hand drive except for special purpose vehicles.

- This allows one to import privately owned/ used vehicles into Uganda from other countries.

- The owner of the Vehicle has to renew the registration with the Transport Licensing Board Office by law.
- An inspection report which details the specifics of the vehicle and the corresponding emission test done to check the vehicle is in a good condition before it is permitted to be used on the public roads of Uganda.
- All motor vehicles imported into Uganda must be inspected prior to shipment for road worthiness.
- All left hand drive vehicles are not allowed for registration unless they have a special purpose.
- The vehicle should arrive within 90 days of the owner’s arrival.
