ProcedureEdit

  1. To apply for a Licence to operate a Health Insurance and Health Membership Organisation, the applicant has to contact the Insurance regulatory Authority of Uganda.
  2. A written application should be submitted before picking the application forms.
  3. Fill up the appropriate application form as described by the Insurance Regulatory Authority of Uganda.
  4. Application for a Licence to operate a Health Insurance and Health membership organisation must be made in the name of a person or a corporation and submitted on a standard form. The application form must be submitted together with other required documents and fit & proper test questionnaire which must be filled along with the application form.
  5. After filling the form and fit proper test questionnaire proceed to pay the prescribed fee
  6. Submit the dully filled in form and attached with pay slip and the questionnaire to the insurance Officer whose officer shall carryout inspection of your health insurance facility.
  7. Collect your health insurance and health membership organisation Licence from where your application was submitted within 14 days from the date the application was received at insurance regulatory Authority in case there is no rejection

Required DocumentsEdit

  1. Names, nationality and address of the directors of the applicant.
  2. If any of the directors has been convicted of any offence involving fraud or dishonesty, he/she should give full details.In addition, the applicant should submit
    • A copy of the Professional Indemnity Insurance Policy cover to protect the business interests against claims for error or omissions, professional neglect for both principals and employees, of at least Ushs.100 million; for the said staff.
    • Details of the company Accountant who should be recognized as such; by ICPAU and approved IRA.
    • Proof of registration from Uganda registration services bureau/business-registration/registering-a-new-company.
    • A certified true copy of the articles and memorandum of association (other document by which the Health Membership Organisation (HMO)) is constituted.
    • Annual accounts within three months from the end of the financial year duly audited by an Auditor approved by the IRA.
    • Management Accounts within a month from the end of each quarter.
    • Detailed and signed curriculum vitae of all directors and the Chief Executive Officer
    • Names,nationality and shareholding of shareholders
    • Detailed signed curriculum vitae of the management and technical staff.
    • List of all branch offices,address and telephone numbers
    • Copies of valid work permits for all expatriate staff.
    • Listing of Service Providers (affiliates) who have signed contracts with the HMO.
    • List of all agents employed.
    • Company Business Plan for three(3) to five (5)years duly endorsed by an external auditor.
    • A certified true copy of each type of policy of insurance / contact which the Company proposes to issue.
    • Copy of the various benefit packages to be offered to prospective members and the Premium thereof.
    • Copy of the registration certificate for the Medical Director or the person in charge of health services issued by the Uganda Medical and Dentist Practitioners` Council for the professionals.
    • List of all agents employed.
    • Evidence of membership to the Insurance Institute of Uganda.
    • Copy of the latest insurance license (if any).
    • Such other documents and information as the Authority may require.
    • Fill the personal fit and proper questionnaire.
  3. All licensed players are required to pay Annual contribution as will be advised by the IRA.
  4. All licensed players are required to pay a training levy of 0.5% payable quarterly to the Insurance Institute of Uganda.

EligibilityEdit

  • Any person carrying out Health business in Uganda are eligible to obtain Health insurance license.
  • Members of HMO Association MUST produce certificate of Membership to be eligible for this Licence.

  • Application Fee: 500,000 Ugshs. – Registration
  • Commitment fee : 50,000 Ugshs.
  • License Fee: 3,000,000 Ugshs.
  • Renewal Fee: 3,000,000 Ugshs.

Validity: period of 2 year.

InstructionsEdit

The applicant must avail immigration status of all non-Ugandan employees. i.e.

  • Photocopies and original work permit.
  • Consulting Actuary should be qualified.
  • Insurance Act provides that a person proposing to transact business as a HMO should be Licensed by insurance regulatory Authority.

  • Physical address
  • Share capital (i) Authorized and (ii) Paid-up capital
  • Name and address of auditors
  • Insurance business intended to be transacted for
  • Names and address of Bankers
  • Name address of External auditors
  • Total Number of all employees.
  • Total Number of Agent( if any)
  • Name of the Executive Director.
  • Name of the company Accountant who should be recognized by the institute of certified Accountant of Uganda.

The goal of Health insurance coverage is to ensure that all people obtain the health services they need without suffering financial hardship by having to incur out of pocket expenses to pay for said services.
