Apply In-Person:
- An applicant for a tertiary institution to be granted a certificate of classification and registration , shall make a written application to the National Council for Higher Education.Visit their website on the following Link
- The application shall be accompanied by a project proposal containing the information concerning the proposed Tertiary institution registration and classification.
- The Act states that any Tertiary Institution being a holder of a provisional license for a period of not less than two years may apply to the National Council for a certificate of classification and registration.
- The Act states that a Tertiary institution may, with the prior approval of the National Council for Higher Education- apply for a certificate of Classification and Registration
- This can be done by visiting the National Council for Higher Education Offices and obtaining an Application Form to classify and register a Tertiary institution in Uganda .
- Pick the application form to register and classify a tertiary institution , in addition to any other details that the National Council may in each case specify, attach the required documents as indicated in the sections of procedure of required document.
- An application for registering and classifying a tertiary institution shall be in a prescribed Form and shall be accompanied by the prescribed fee of 4,000,000.
- You will be required to pay the appropriate application fees above and submit or attach the payment receipt together with application form.
- The National council for Higher Education Board on receipt of the application form shall evaluate it. In case it satisfies the National Council as to the progress of the classifying and registering a tertiary institution and if it is in conformity with the prescribed institutional standards, the National Council shall appoint an Inspection Committee to inquire into the academic, administrative and social affairs of the proposed Tertiary institution.
- If after consideration of the report of the Inspection Committee and other relevant matter, the National Council is satisfied as to the status of the Tertiary institution, then ,it shall register and classify the tertiary institute.
- However, if after consideration of the report of the Inspection Committee and any other relevant matter, the National Council is not satisfied with the findings, the National Council shall inform the Tertiary institute about the shortfalls in its expectations and give reasons for not recommending the registration and classification of the tertiary institute.
- The Act further provides that the Inspection Committee shall submit to the National Council a report on the Tertiary institute within a period of six months from the date of its appointment.
- The National council, if after a period of one year from the date of receipt of the application, the National Council is certified that a Tertiary Institution provisionally licensed is properly administered and organized and has attained the required standards of instruction, the National Council shall issue a certificate of classification and registration and shall as soon as practicable by legal notice publish the Certificate in the Gazette.
- Upon publication of the certificate of classification and registration in the Gazette the tertiary Institution to which the certificate is granted shall be recognized as of comparable and equivalent merit with those of other recognized tertiary institution.

- Any Tertiary institute with is provisionally licensed and is properly administered and organized and has attained the required standards of instruction from the National Council is eligible for this permit.

- No person shall establish and operate a University or Tertiary institution without the relevant provisional license, charter or certificate granted under the Act.
- Any person who contravenes subsection (1) commits an offence and is liable on conviction to a fine of not less than fifty currency points
