Uganda - Apply for Steam Vessel License

Application for applying for steam Vessel Licence can be obtained from the directorate of water resource Ministry of water and Environment.
Below are the steps to follow:
- To apply for a steam Vessel Permit, the applicant has to contact the directorate of water resource Ministry of water and Environment.
- The application should be made in writing, and should contain the information required in the application form. Application for a vessel Permit should be made to the directorate on the prescribed Form: B.
- The applicant has to make sure he or she has all the required documents that are required for this process to be successful and they can be found under the "Required Documents" section of this page
- Upon being satisfied that the application meets the requirements, and that the steam Vessel is appropriately equipped and safe to sail, the Directorate of Water resources will issue a steam Vessel Permit specifying operating limitations and validity period within 3 days.
- The applicant will be advised to pay the prescribed fees.
Note: The master of every steam vessel on a river shall take out a Licence for that vessel.

- Proof of proprietorship, partnership or association of persons
- National identity cards
- National tax number
- Certified copy of memorandum and articles of association certificate of incorporation
- Certificate of commencement of business
- List of directors
- An original copy of the ownership deed or documents
- Builders certificate
- A certified transcript of its former registry or similar other document showing the previous ownership and the bill of sale
- A copy of the full term Tonnage certificate.

- (b) Licence fee: Permit 1.500,000 Ugx

- The Rivers Act requires the master of every steam vessel on a river to obtain a license for the vessel. The license is required to be issued annually
- The master of any steam vessel who fails to comply with this section commits an offence and is liable on conviction to a fine not exceeding one hundred and fifty shillings.

- It is not clear whether this license is currently being issued. Although it exists in the law, the Directorate of Water Resources Management, which is responsible for enforcing the Act, did not indicate that it is one of the licenses they issue.
- In addition, the activity it seeks to regulate is also regulated by the Inland Water Transport Control Act
- A statement of the number of shares in the vessel, the legal title which is vested in that person or in the body corporate, whether alone or jointly with any other person or persons.
- A statement of the qualifications of that person to operate a vessel on the Lake, and in the case of a body corporate, a statement of proof of ownership.
- Certificate of sea worthiness.
- Inspection survey report.
- Legally accepted identification.
Vessels listed below shall be exempt from vessel license:
- Vessels belonging to and used by military and government institutions, and public Floating stages and pontoons used specifically as platforms for passengers and cargo;
- Vessels approved by tax authorities to be scrapped on applications with support of letters of verification issued by the local administrative departments for transportation;
- Fire engines, water sprinkling vans, ambulances and ambulance vessels, garbage vans and public ferryboats, etc.
