Uganda - Apply for Public Service Vehicle (PSV) License

How to apply
In person application
- Applicant should Visit the Transport Licensing Board, ministry of work and Transport and request for the application form or pick them from any TLB offices in Kampala, Mbarara, Fort Portal or Mbale.
- Present vehicle for inspection at SGS Motor Vehicle Inspection Centres in Kawanda (Luwero Road), Nabingo (Masaka Road), Namulanda (Entebbe Road), Namanve (Jinja Road), upcountry centres in Mbarara, Mbale and Gulu and any mobile station located in different places from time to time.
- If vehicle passes the test and is fit for use as a PSV, an inspection report will be issued, applicant should then make the necessary licences fee by visiting the Uganda Revenue Authority branch office
- Approach the services desk and request for assistances on how to make PSV licences payment, the attending staff will then enter you detail into the URA computer data base, upon which you will be issued with an acknowledgement payment receipt, head to any designated bank and make the payment (the bank will give you the URA bank account)
- Then head to Transport Licensing Board ministry of work with all the requirements documents and submit them to the attending official who will verify and process your application
- If all the information are in order and payment are made your licence will be processed and issued within 2 working days
Online application
- Applicant should pick up the application form at any of the above office and fill it accurately and then should present their vehicle at SGS Motor Vehicle Inspection Centres mention above for inspection (see under apply in-person)
- If vehicle passes the test and is fit for use as a PSV, an inspection report will be issued.
- Applicant should then visit the URA Portal, Click on E services Under Payments select Payment registration
- Under Tax Head select Other NTR ,Under Details of other NTR select Ministry of Works and Transport
- Then another drop down menu will show up where you select PSV and PMO
- Another drop down Menu will show up of category where you will select operating licences fees for motor vehicle, sub category select class “O” licences under Tax head select the passengers capacity of the vehicle
- The licences fee will automatic appear under amount select mode of payment, remember to fill in all the mandatory section accurately
- Then click on accept and Register the payment, a payment slip will display to print out and make payment in any designate bank of your choice (the bank will give you the URA bank account)
- Then head to Transport Licensing Board ministry of work with all the requirements documents and submit them to the attending official who will verify and process your application
- If all the information are in order and payment are made your licence will be processed and issued within 2 working days

- Vehicle Certificate of fitness.
- Motor third party insurance certificate.
- Vehicle registration book.(logbook)
- Where Log Book does not bear applicants name, a Lease agreement from financier of investment.
- Vehicle Inspection report from SGS
- Bank payment receipts for PSV Licence fees and Advance Income Tax (where no Tax Clearance Certificate has been issued by URA)
- Accurately filled application form

- 8 to 19 passengers - 300,000 Ugx,
- 20 to 39 passengers - 500,000 Ugx,
- 40 and above - 1,500,000 Ugx,
- Advance Income tax of 20,000 Ugx per seat except the driver
Renewal licences Fee
- 8 to 19 passengers - 300,000 Ugx,
- 20 to 39 passengers - 500,000 Ugx,
- 40 and above - 1,500,000 Ugx,
- Advance Income tax of 20,000 Ugx per seat except the drive

This is all done at the Transport Licensing Board at Old Port bell Road next to Meat Parkers. All URA only helps the client register a Payment Online and it’s done in the following ways
- Visit the portal ura.go.ug, Click on E services
- Under Payments select Payment registration
- Under Tax Head select Other NTR
- Under Details of other NTR select Ministry of Works and Transport
- Then another drop down menu will show up where you select PSV and PMO
- Another drop down Menu will show up of category where you will select operating licences fees for motor vehicle, sub category select class “O” licences under Tax head select the passengers capacity of the vehicle
- Amount will automatic appear under amount, fill in all the mandatory section accurately
- Then accept and Register the payment, a payment slip will display to print out and make payment in the bank then take the evidence of payment to Transport Licensing Board Ministry of Works.
