- Download and fill in application form(TR. V Form 3B)from this link at the end of this document or pick them from any TLB offices in Kampala, Mbarara, Fort Portal or Mbale.
- Any person who wishes to carry passengers in an omnibus shall apply to the Transport Licence Board in application form (TR. V Form 3B) accompanied by the prescribed fee for a private omnibus operator’s licence.
- Any person who wishes to carry passengers for hire or reward over such routes not being fixed routes and at such rates as may be agreed upon by that person and the passengers shall apply to the board in the Prescribed form accompanied by the prescribed fee for a contract omnibus Operator’s licence.
- An applicant for any class of an omnibus operator’s licence shall Comply with any matters which may be prescribed, and the application shall be accompanied by any other forms or documents as may be prescribed.
- Present vehicle for inspection at SGS Motor Vehicle Inspection Centres in Kawanda (Luwero Road), Nabingo (Masaka Road), Namulanda (Entebbe Road), Namanve (Jinja Road), upcountry centres in Mbarara, Mbale and Gulu and any mobile station located in different places from time to time.
- If vehicle passes the test and is fit for use as a PMO, an inspection report is issued.
- Go to the URA Portal (www.ura.go.ug) or go to the TLB offices for tax assessment forms.
- Pay in the bank and obtain a receipt of payment.
- Go to Transport Licensing Board with:
- Log Book
- Where Log Book does not bear applicants name, a Letter from the Organization requesting for issuance of a PMO license.
- Bank payment receipts for PMO Licence fees and Advance Income
- Tax (where no Tax Clearance Certificate has been issued by URA).
- Inspection report from SGS
- Third Party Insurance certificate
- Your Licence will be processed and issued.

EligibilityEdit
All person with private motor vehicle and wishes to carry passengers in an omnibus without charge in Uganda is eligible for this Licence.
FeesEdit
Licence fees
- 8 to 19 passengers - 300,000 Ugshs,
- 20 to 39 passengers - 500,000 Ugshs,
- 40 and above - 1,500,000 Ugshs,
- Advance Income Tax of 20,000 Ugshs per seat except the driver.
Renewal Fee:
- 8 to 19 passengers - 300,000 Ugshs,
- 20 to 39 passengers - 500,000 Ugshs,
- 40 and above - 1,500,000 Ugshs,
- Advance Income Tax of 20,000 Ugshs per seat except the driver

InstructionsEdit
- The applicant for this licence should make sure to place an indicator “Private” at the front and a plate “Private Motor Omnibus” at the rear. The latter should be removed and surrendered if the vehicle is transferred to another person
- Failure to comply with any of the conditions attached to this licence shall entitle the board to revoke the licence.

- The Purpose of this Licence is to regulate private omnibus vehicles in Uganda.
Information which might helpEdit
- Every private omnibus,other than a private omnibus constructed as a saloon car where an access door or doors is or are provided for each row or each alternate row of seats, shall bear at the front and rear of the vehicle and outside the vehicle a sign with the word “PRIVATE” of a shape, size and colour approved by the engineer-in-chief.
- A school bus shall have the words “SCHOOL BUS” and the name of the school painted on both the left and right sides of the vehicle in letters at least 15 centimetres high.
