Uganda - Apply for Milk Freezer operator’s License

Procedure[edit]

Apply In-person

  1. The Dairy Development Authority provide for the licensing of freezer operators.
  2. The applicant’s first step is to identify a suitable premise and qualified personnel to setup milk freezer equipments. The applicant should make sure that the freezer equipments comply with the laid out hygienic and operational requirements.   3. The next step is to contact the nearest Dairy Development Authority to obtain a notice of a preliminary inspection of Milk freezer.
  4. This will be followed by an inspection of the industry premises by the Dairy Development Authority to determine whether the milk Freezer has complied with the laid out hygienic and operational requirements
  5. If everything is in order, you can move on to the next step and make your application for license. Whereas of non-compliances are identified, improvements should be undertaken.
  6. Before the Applicant is permitted to use Milk freezer, the Authority shall satisfy that the applicant meets the requirements necessary for carrying out the activity.
  7. An application to undertake Milk freezer license shall be in the prescribed Form set out in the Schedule of the Regulations.
  8. The application shall be accompanied by the fee specified in the Fourth Schedule to the Regulations of Ugshs. 415, 613.
  9. The application shall, in addition to the fee referred to above , shall make sure that the Structures  :-
    • Housing the unit shall be of sufficient area to carry out work under sanitary or hygienic conditions.
    • and freezer design shall allow location of equipment in such a way that does not impede product and personnel flow.
    • Materials used in freezer construction shall be non-toxic to humans.
    • The materials shall be water proof and non-decompsable under the work environment but this shall exclude polyethylene linings.
    • The walls inside the freezer shall be smooth, cleanable, and have a uniform pattern.
    • Seek regular advisory services from DDA’s Compliance Officers for the Milk freezer , how they should be designed and equipment layout goes on.
  10. On completion of Milk freezer facility, contact the nearest DDA office for a preliminary inspection of the facility.
  11. Where areas of non-compliances are identified from the inspections, improvements should be undertaken so that everything is up to par.
  12. If everything is in order, you can move on to the next step and submit your application for a milk freezer permit/ license through the Dairy Development Authority Licensing Board.
  13. Once payment is made the milk freezer permit/license will be processed within two days.
  14. The license has a validity period of one year and you can start operations immediately.
  15. Pay monthly dues and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)

Eligibility[edit]

  • A milk Freezer license is issued to milk cooling facilities handling above/ below 5,000 litres of raw milk per day
  • The milk cooling facility should comply with the laid out hygienic and operational requirements.

This include compliance in the following areas among others;

  1. Premises: should be properly located, designed, ventilated, lighted and protected from contamination
  2. Equipment – Freezer equipment, piping, accessories and other contact surfaces coming into contact with milk and milk products should be easy to clean and sanitize, corrosion resistant and made from food grade material
  3. Personnel: Milk handling personnel should be clean and well-groomed, properly attired and medically certified
  4. Record keeping: Quality records should be maintain and updated
  5. Waste management: Effluent and other solid wastes should be managed in accordance with regulations
  6. Utilities: Adequate supply of potable water and other essential utilities depending on type of operation
  7. Management: Freezer should be managed by a qualified supervisor or manager
  8. Operations: Recommended processing schedules should be followed e.g. cooling temperatures and time controls
  9. Rodent and vermin control: Freezer should be protected against invasion by flies, rodents, birds and other vermin

  • Request the Milk freezer to be inspected by the DDA inspectorate.
  • Inspection is carried on application fee.

  • Milk dealers are required to obtain relevant licenses and permits from Uganda Dairy Development..
  • Freezers dealing with milk and milk products are first inspected to establish compliance to milk quality and safety requirements prior to licensing.
  • Routine inspections are subsequently conducted to monitor continued compliance.
  • Non-compliances may lead to suspension of license.
