ProcedureEdit

  • To provide the maintenance of a healthy environment for people and wildlife in Uganda.
  • This is done to improve the tranquility and psychological well being of the people and wildlife by regulating noise and vibration levels.

  1. Applicant or occupier of premises whose works or activities are likely to emit noise in excess of the permissible noise levels shall apply for a Licence.
  2. To apply for Licence to Emit Noise in Excess Of Permissible Noise shall apply to the Executive Director in the form prescribed in Part I of the noise standard control Act, complete and submit the prescribed application form .ie Form: FORM NEMA/NC
  3. This form can be obtained by visiting the National Environment Management Authority.Website:National Environment Management Authority
  4. After filling the application, the required documents and the application form should be submitted to the NEMA office or you can forwarded them to the:-
    Executive Director,
    National Environment Management Authority,
    P. O. Box 22255
    Kampala, Uganda.
  5. You are to required to submit the application documents with all the required documents.These documents include
    • Name and address of applicant:
    • Physical address of premises or facility where noise will be produced or generated:
    • The hours during which the works or activities may be carried out.
    • The level of noise which may be emitted in excess of the permissible noise levels
    • The plant or machinery to be used
    • The steps proposed to be taken to minimize noise resulting from the works or activities
    • The works or activities and the method by which they are to be carried out
  6. You are also to proceed to pay the prescribed application fees and submit the payment receipt together with the application documents. An application fee is charged for the process.
  7. A processing time of 7 days is needed to complete the processing of the Licence to Emit Noise In Excess Of Permissible Noise.
  8. On receiving the application, the Executive Director may issue the occupier or owner of the premises with a license to emit noise in excess of the permissible levels in the form prescribed in Part II of the noise standard control Act, on such terms and conditions as may be contained in the license.
  9. The executive Director may decide to contact the applicant through a phone call or Email to collect the new license at the NEMA offices.
  10. You will be required to carry your identification documents when collecting your new license.

NEMA should formalize its institutional co-ordination mechanisms with other authorities with which it interfaces, in order to offer further efficiencies to the licenses it issues.

Required InformationEdit

  • Information on the neighborhood with a radius of 2 km (Describe whether industrial, residential, commercial and whether it is near a school or hospital or residential area)
  • Provide the anticipated mitigation measures intended to be used in controlling the noise.
  • Duration of emission of the noise applied for: (indicate time of day and number of minutes/hours)
  • Plot no. Village, parish, sub-county, county district

  • The issuance of the License for Noise in Excess of Permissible Noise Levels by the Executive Director, as opposed to a Technical Committee as is the case for the pollution license and the license to own or operate a waste management plant or disposal site, concentrates licensing authority in the hands of one person, thereby exposing the process to abuse and subjectivity.
  • In addition, the stakeholder sentiment was to the effect that NEMA licensing processes are bogged down by bureaucracy
