Apply In-Person

  1. All candidates will be required to apply in writing to the Electricity Regulatory Authority (ERA) using an ERA approved form and send to the ERA office branch on which you will be booked for an interview
  2. You will be required to appear before the interview panel with original documents,certificates and testimonials. They will also be required make a satisfactory presentation of their technical qualifications, training and skills to justify the award of the class of permit applied for.
  3. Your application and documents will be reviewed, verified and processed by the installation permit committee and if all the information are in order you will be issued with your licence/permit on payment of the application fees.


ONLINE APPLICATION

  1. Scan and Upload all the required documents and bank receipt payments of the application fees to your electronic device
  2. Visit the Electricity Regulatory Authority (ERA) website Application
  3. Read through the instruction carefully and fill the application form particulars correctly and upload all the required documents and payment bank slip, verify all the information and click on “Next”
  4. You will be redirected to the next page please processed and verify all the information is correct then submit the application
  5. Your application and documents will be reviewed, verified and processed by the installation permit committee and if all the information are in order you will be issued with you licence/permit on payment of the application fees

Note

  • Register of Installation Permit holders The Electricity Regulatory Authority will keep a register of those persons who have been issued with Installation Permits. Additions and/or deletions will only be in accordance with the guidelines as set by the Installation Permits Committee.

  • Annual returns dating 3 years back from the date of applying and evidence of tax clearance for registered companies.

Any one of the following certificate or degree

  • A Craftsmans Certificate or Intermediate Certificate.

EligibilityEdit

Within the Electrical Engineering field, persons engaging in electrical installations will for the purpose of these guidelines, be categorized as follows:

  • Qualification: -------------------------------- : Eligible Permit Class:
  • University Graduates in the relevant field ---- : Class A
  • Higher Technician's Diploma ------------------- : Class A
  • Ordinary Technician's Diploma ----------------- : Class B
  • Master Craftsman's Certificate ---------------- : Class C
  • Craftsman's Certificate Grade One ------------- : Class D

FeesEdit

All applicants for the electrician permit will be subject to an application fee of 20,000 Ugx.

The following fees apply to each of the Permit Classes:
Class A 140,000 Ugx
Class B 105,000 Ugx
Class C 70,000 Ugx
Class D 35,000 Ugx
Class Z 100,000 Ugx
And for registered companies 695,000 Ugx

Applications for installation permits will only be processed after the permit application fees have been paid. Permit application fees are payable to ERA bank account and the bank details are provided below.

InstructionsEdit

Technical qualifications.

A person shall not be granted a permit under these Regulations unless he or she possesses any of the following technical qualifications-

  • a University Degree in the relevant field of study;
  • a Higher Technician’s Diploma;
  • an Ordinary Technician’s Diploma;
  • a Master Craftsman’s Certificate;
  • a Craftsman’s Certificate or Intermediate Certificate; or
  • Any other technical qualification recognized by the Committee.

The qualifications above shall determine the class of permit which the Installations Permits Committee shall issue to each respective applicant.

Types of permit
The Installations Permits Committee may, subject to such conditions as it may impose, issue any of the following types of permit-

  • CLASS A for carrying out all and any kind of class of electrical installation work upon payment of the prescribed fee;
  • CLASS B for carrying out electrical installation work of such medium value or complexity, including heavy low voltage and simple high voltage connections up to 11 kV;
  • CLASS C for carrying out electrical installation work of such small value including:
  • installation in multi-storied flats and other big bungalows and mansions of complex design and commercial buildings; or
  • installation of light plants of up to a level of 415 volts;
  • CLASS D for carrying out work restricted to any specialized class of electrical installation work, including:
  • installation of residential premises not exceeding five bedrooms; and
  • repairs on equipment of up to 240 volts;
  • CLASS Z for carrying out specialized fields like:
  • switch gear installation;
  • centralized cooling and refrigeration;
  • installation of generator sets;
  • solar systems; and
  • Electrical installation systems and designs.

  • The licence or permit is a mandatory legal requirement for all person to have either self-employed or employed with a company whose activities relating to electricity

  • An employee of a company or organization may apply for a permit in his or her own individual capacity or on behalf of the company or organization if such company or organization authorizes him or her in writing.
  • Where an employee of a company or organization applies for an individual permit and another for his or her company or organization, each permit shall be paid for separately in accordance with the procedures prescribed by the Installations Permits Committee.
  • Every company or organization applying for a permit under The Electricity (Installation Permits) Regulations, 2003 shall have amongst its staff persons qualified to be issued with CLASS A or B categories of permit.

The Electricity Regulatory Authority, under Section 10 of the Electricity Act 1999, is among other functions mandated to regulate persons and entities carrying out any electrical installation works on any premises such as homes, offices, shops, industries, schools, hospitals. Such mandate ensures the safety of electricity consumers.  Accordingly under Electricity Act 1999 and the Electricity(Installation Permits) Regulations SI No 19 of 2003 electrical installation works may only be carried out by persons with the appropriate electrical worker’s permit issued by the Authority

Installations person

  1. A person shall not practice as a installations person unless he or she is in possession of a valid permit issued by the Installations Permits Committee.
  2. A person employed by a company or firm shall obtain a permit issued under the The Electricity (Installation Permits) Regulations, 2003, notwithstanding the fact that such company or firm is in possession of its own valid permit.
