Uganda - Apply for Charcoal Burning Licence

Procedure[edit]

  1. Application for obtaining Charcoal Burning License should be made to the National Forestry Authority.
  2. OR submit your application to the Ministry of Energy and Mineral Development using the following address.

  3. After receiving permission from the National Forest Authority then visit the Local district authorities (District Natural Resources Officer or District Forestry Officer), for endorsement and stamp on the permission.
  4. A charcoal burning Licence is issued to the applicant at the local government/District level.

Note:

  1. The charcoal burning Licence under the Act serves no regulatory purpose but is only a revenue generating Licence for the local government.
  2. Charcoal burning is an activity that affects the environmental safety of a community and therefore it is regulated by an authority with the capacity to manage the activity.
  3. Various Local Government Revenue shall consist of Charcoal Burning Licence

  • Proof of possession of Uganda National Registration Card.
  • Selling license/permit

  • Permission from Local district authority
  • Permission Letter from National Forestry Authority.

Eligibility[edit]

All individuals and other Stakeholders involved in charcoal burning.

Fees[edit]

  • A Licence costs Shs36,000 and will be renewable every month.

Other charges

  • Fees charge 60,000/year trading license
  • District fees 2,000/= (District Forest Office)
  • Movement fees 54,000 (Movement permit)
  • Receipt fees 70,000 (General receipt)
  • Town council 15,000 Town council
  • Security fees 2,000/day security fee
  • 500/per bag taxes

Validity[edit]

Valid for 6 months.

Instructions[edit]

  • The policy prohibits cutting of tree species such as Afzelia,Africana commonly known as Beyo, and Shea nut that are rare and take long to grow.
  • Under the new arrangement, charcoal dealers are required to get Licence for production and transportation of charcoal.

Need for the Document[edit]

Please provide the need for the procedure. e.g. Birth Certificate - why do we need to have a birth certificate? 
 

Information which might help[edit]

  • Movement Permits are issued by the District Forest Office.
  • The charcoal burning Licence is now streamlined to ensure the activity is subject to environmental impact oversight by NEMA through District environmental officers.
  • There are gaps in the sector that need to be addressed. There is lack of knowledge amongst land owners about forest management which casts doubt about the sustainability of wood supply.
  • Lack of consistency in enforcing existing policy framework and relevant regulations.
  • Traditional and inefficient charcoal production technologies are still widely used in the burning of charcoal.
  • While efficient charcoal production technologies exist in Uganda and elsewhere, most charcoal burners do not know them.
  • As mentioned already, there is a weakness in enforcing policy regulations on charcoal burning. Most charcoal burners do not get the permits prior to burning charcoal.
  • The total charcoal of 34,474,888 bags is produced annually, considering an average full time charcoal producer, this level of production can employ up to 95,764 charcoal producers.
