Thane - Apply for Non Creamy Layer Certificate (OBCs family with less than Rs. 450000 income)

The Revenue Department, the Government of Maharashtra provides online facility to user for applying for Non Creamy Layer Certificate. User can read the instructions and fill the form. Online service is provided by the government to save time of the user. The portal is available in two languages, English and Marathi; user can select any of the preferred language. However, the application form can be printed and applied in person along with the necessary documents to the Collector Office.

Apply Online through aaplesarkar.

  1. The applicant needs to register on the website: Create User Id
  2. The applicant can login using the credentials and fill the form as instructed.
  3. The applicant can fill the online application form for “Non Creamy Layer Certificate” in the citizen login section: Online Application
  4. Submit the application.
  5. After submitting the application, user will get a reference slip or number which should be kept for future reference.
  6. Status of the application can be tracked by the user in “Track your Application” section. For tracking the application, application id or reference number will be required.

Apply In-Person

  1. Applicant can personally contact the Collector’s office and sub offices.
    • Mumbai City District – Ground floor of Old Custom House at Fort, Mumbai 400 001.
    • Mumbai Suburban District – 10th Floor, Administrative Building, Opp. Chetna College, Bandra (East), Mumbai 400 051.
  2. Application form can also be downloaded from the following link:Application
  3. Fill the form and submit the completed application form to collector’s office.
  4. Please make sure you have all the documents that are listed under the “Required Documents” section of this page.
  5. After the authorities validate your application and documents that are submitted they will allow for the Non creamy layer certificate.

  • Pan Card
  • Passport
  • RSBY card
  • Water Bill
  • Aadhar Card
  • Voter ID card
  • MNREGA Job card
  • Driving Licence
  • Applicant Photograph
  • Identity card issued by Govt or Semi Govt organisations
  • Property Tax Receipt

  • Proof of caste of a relative
  • If proof of father’s caste not available, a relative’s caste certificate and genealogical affidavit with details of relation to relative
  • If applicant migrated from other state/ district, then caste certificate of applicant’s father issued by competent authority in that state/district
  • If married women,
    • Proof of caste before marriage, as prescribed in point no 3
    • Proof of marriage--marriage registration certificate and name change notification in gazette
  • If applicant is Muslim (either of the following document may be submitted):
    • A Investigation report of Tahsildar if his/her father’s caste certificate is not available or
    • Caste certificate issued by registered Muslim Societies

Mandatory Documents (all the documents are mandatory):

  • Income proof
  • Affidavit for caste
  • Proof of caste for self

Photocopy of documents should be attached while applying in person and scanned documents should be uploaded while applying online. Keep all the documents in scanned form like JPEG, GIF and PDF, so that it can be uploaded while making online application on the website. If submitting in person, xerox copies needs to be attached.

  • Applicant should belong to OBC category
  • Applicant’s family income should not be more than 45000 per annum
  • Applicant must be permanent resident of India
