Procedure

Apply In-Person'

1. Applicant can reach the nearest Excise Inspector of the area where the toddy tapping is to be done. Names and addresses of the respective Excise inspectors are mentioned in the “Office Locations and Contacts" on this page. Contact Link: Link
2. Application form can be obtained from the respective excise offices as mentioned in “Office Locations and Contacts” on this page.
3. Complete the application form with correct details. Attach required documents as per "Required Documents" section mentioned on this page.
4. Submit the completed application form along with the supporting documents to the Excise Inspector as mentioned in "Office Locations and Contacts" on this page.
5. Pay fees as given below on this page.
6. The Excise Inspector and other approving authorities will verify the application and all the documents.
7. After all the verification, the license shall be issued thereof to the tapper.

Required Documents

The documents required for successfully completing the procedure are as follows

• Identity Certificate(s) of Toddy Tapper(s)
• Address(s) and Photo(s) of Toddy Tapper(s), and specify whether permanent employee or not
• Possession Certificate / Land Tax Receipt of the land from where toddy is to be tapped
• Consent of the Land Owner from where toddy is to be tapped
• Document containing name of trees.

Eligibility

• Person applying for license should be from coconut producers company or a co-operative society having a valid licence under the Food Safety and Standards Authority Act, 2006.
• No licence would be granted to a coconut producers company or a co-operative society, if it has been punished for any offence under the Act or the rules made.
• No tapping should be done unless the trees have been marked and numbered.
  

Fees

• Application for licence should be affixed with a Court-fee stamp of Rs.2/- along with a treasury receipt in proof of having remitted Rs.500/- towards renewal fee under the Head of Account.
• Licence may be granted for a maximum of five per cent of the total coconut trees belonging to the members of the Coconut Producers Company or the Co-operative Society or 40,000 trees, whichever is less.
  

Validity

All license will be valid till the end of financial year in which it is granted.

Instructions

• Before tapping, the trees have to be marked and numbered.
• The licensee will mark the trees under the supervision of the Deputy Commissioner / Assistant Commissioner or any other officer not below the rank of Tahsildar authorized in this behalf.
  

Required Information

Following information of both the parties and witness are required:
(a) Name and address of the toddy tapper.
(b) Name of the property in which the trees are situated as well as its registration number.
(c) Number of trees to be tapped.
(d) Name of the owner of the trees.

Need for the Document

Toddy Tapping license grants the rights to the tappers to do toddy tapping without any offence. the toddy tappers after obtaining the license shall start to sell their products by wholesale method.

A licensee desiring to renew the licence granted under rule 4 shall make an application in the same Form as in the case of original application for licence, affixed with a Court-fee stamp of Rs.2/- with a treasury receipt in proof of having remitted Rs.500/- towards renewal fee under the Head of Account
