1.To Meet Sudan's adoption requirements require patience . Among other requirements, adoptive parents must be between the ages of 30 and 50 with a good reputation and behavior. Single women may adopt; men must be married.

  • Unmarried men are not eligible, while unmarried women may be eligible with the authorization of their father.
  • The U.S. Embassy in Sudan provides a list of requirements for prospective parents.
  • Children over 14 years of age may not be placed in the custody of a caretaker or adoptive parent. In the case of Muslim children, the caretaker must be both Muslim and Sudanese or from Sudanese background.

2.Select an adoption agency and adoption lawyer who is licensed to perform a home study in your country of origin. Find an agency with experience adopting from Sudan's region.


3.Apply for adoption eligibility. Complete form I-600A, "Application for Advance Processing of Orphan Petition," and file it with your Citizenship and Immigration Services along with a completed home study, proof of citizenship, filing fee, applicable marriage or divorce records and fingerprints. Include a request to contact the Embassy in Sudan once the application is approved.

4.Match with a baby. Once your application is approved, wait for a baby to become available. The baby must meet Sudanese and eligibility requirements from the country of origin.

5.Adopt the baby. Sudanese law requires adoptive parents to raise the child in Sudan during a one-year probationary period. A local governor may allow you to leave the country with the child sooner.

6.Apply for the baby's immigration eligibility. After you have legal custody of the baby, file a form I-600, "Petition to Classify Orphan as an Immediate Relative," along with a birth certificate, adoption decree or proof of custody, proof of the baby's orphan status, proof that all pre-adoption requirements have been meet and proof that you have met the baby.

7.Obtain the baby's visa. Apply for a visa at the Embassy in Sudan. Once a visa is issued, you may bring the child to your country of origin.

  • Prospective adoptive parents should be aware that not all children in orphanages or childrens homes are adoptable. In many countries, birth parents place their child(ren) temporarily in an orphanage or childrens home due to financial or other hardship, intending that the child return home when this becomes possible. In such cases, the birth parent(s) have rarely relinquished their parental rights or consented to their child(ren)s adoption.

Any person wishing to be prospective adopting parents must first satisfy the requirements of Sudan Adoption Authority laws and be awarded legal custody with the right to remove the child from Sudan. You need to have a Proof from theSudan Ministry of Gender and Children Affairs which is responsible and recognizes the orphanage.

Because adoption is generally NOT LEGAL in Sudan especially in Muslim communities , it is regarded as illegal by the majority who are Islamic society ,so the process takes more that a year at times 2 -3 years depending on the circumstances.

  • A copy of the police report of how the child was found and process to acquire the child. Statement from the orphanage about how the child was released to adoptive parents.
  • A contract between the orphanage and the adoptive parent(s) showing that it is officially releasing the child to the adoptive parent(s)

Need for the DocumentEdit

Adopting a baby from Sudan especially from the Darfur region of Sudan is very challenging. The U.S. Department of State reports that no children have been adopted from Sudan since 2006. Sudan struggles to determine if children who appear to be orphans really are and that they are not just separated from their families. Fulfilling all of the Sudan adoption requirements is challenging.

Adoption is not permitted most Muslim countries or of Muslim kids.

If you are interested in adopting children from Sudan you should contact the adoption authority of Sudan to inquire about applicable laws and procedures. U.S. citizen prospective adoptive parents living in Sudan, who would like to adopt a child from the United States or from a third country should also contact Sudans adoption authority.

Sudan Adoption Authority is the government office responsible for adoptions in Sudan is the Social Services Supervisor of the Governorate for the Province where the adopted child resides. There is no central, national authority.

As of November 2010, the U.S. Department of State suggests that U.S. citizens avoid travel to Sudan and Darfur as the area is under a travel warning and poses danger to travelers.

Sudan is not party to the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption (Hague Adoption Convention). Intercountry adoptions of children from non-Hague countries are processed in accordance with 8 Code of Federal Regulations, Section 204.3 as it relates to orphans as defined under the Immigration and Nationality Act, Section 101(b)(1)(F).

In addition to contacting the adoption authority regarding applicable laws and procedures, prospective adoptive parents may wish to, but are not required to, consult with a local attorney prior to taking any action.
