Scotland - Apply for Waste Management License

There are 2 types of waste management licence:
- Site licence for businesses that treat, keep, or dispose of waste in or on land
- Mobile plant licence for businesses that treat or dispose of waste with a plant that is designed to or can be moved from place to place
Apply by Email
- To Apply for Waste Management License, the applicant must mail the completed application to Scottish Environment Protection Agency – link
- An application form will be provided to the applicant by the concerned officer. Or the applicant must download the application form from the following link –
- Waste Management Site licence – link
- Waste Management Mobile plant licence- link
- The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant must attach photocopies of the required documents along with the application form while submitting it.
- Mail the completed application to Scottish Environment Protection Agency.
- The mailing address are provided in “Office Locations & Contacts” section of this page.
- The applicant must pay the prescribed fee as requested. The fee details are mentioned in “Fees” section of this page.
- After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
- All applications are processed within a reasonable time, having regard to the circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
- The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
- The authority may conduct the inspection if necessary. Once everything is accepted the authority will issue the license.
- This entire process can be completed within 30 days or as per the timeline advised by the respective department authority.

- Certificate of Technical Competence or statements of qualifying experience and supporting documents 1 copy

The fee to apply for a waste management license in Scotland varies depending on the type of license the applicant is applying for and the amount and type of waste he/she will be handling.
- Site licence - £230 - £1,650
- Mobile plant licence - £115 - £930
- Waste carrier registration - £10
