ProcedureEdit

  • This service is provided to change ownership of a registered vehicle to another person or entity.

Apply In-Person

  1. When a vehicle is sold, the buyer and the seller are required to complete the transfer of vehicle ownership. This process makes the buyer the new registered owner. To do this the parties involved in the sale should make an application to change ownership the vehicle with the General Directorate of Traffic of the Ministry of Interior (MOI). You can do this by visiting the General Directorate of Traffic Headquarters at Madinet Khalifa (Google map location ), or any of the Traffic Service Centers.
  2. Here you will be issued with a Vehicle Licensing Form to fill and complete. You can also fill, then print out the application form from the MOI Website through the following link: Vehicle Licensing Form and filled beforehand.
  3. Fill in the required information correctly, print the completed form and then attach the required documents. These include :
    • Vehicle registration card
    • Copy of QID of both buyer and seller
    • Copy of the company registration card ( in case of companies)
    • ownership transfer authorization ( in case of Mortgaged vehicles)
    • a letter of no objection from the sponsor (in case of expatriates )
    • insurance document under the buyer’s name
  4. Submit the completed application form and required documents to the traffic department of the Ministry of Interior for processing. You are also to bring the vehicle along with you to the Traffic Department.
  5. Both the buyer and seller should present themselves to the Traffic department when submitting the application documents. Here both the buyer and seller will be required to sign a trading agreement in the presence of the concerned staff.
  6. Proceed to pay the prescribed transfer fee of QR100 and submit the payment receipt.
  7. Traffic officials will go through the application and update the vehicle ownership details.
  8. The processing time is usually three days.
  9. Once the processing is done you will be issued with a vehicle ownership transfer certificate and a vehicle registration card showing the details of the new vehicle owner.

Note:

  • Filling the prescribed form for ownership change and the changing process should be completed within three days of buying/selling the vehicle.



Apply Online

  1. One can make an application for vehicle ownership transfer online. The first step is to log in with your smartcard to the e-services portal of the Ministry of Interior (MOI) by clicking on the MOI Services tab and selection the E-services option.
  2. If you do not have an account with the MOI e-portal, you have to register for the services using your smart card.
  3. Once logged in, click on "Traffic Services” on the dashboard then click on the “Vehicle Ownership Transfer” link.
  4. The next step is to enter you’re the vehicle number and new owner information.
  5. You should then proceed to choose the delivery option of the vehicle registration card and transfer certificate. You can either choose the delivery to be in person or by courier.
  6. Proceed to pay the required transfer fee of QR100 via credit or debit card and save/print the receipt.
  7. Traffic officials will go through the application and update the vehicle ownership details.
  8. The processing time is usually three days.
  9. Once the processing is done you will be issued with a vehicle ownership transfer certificate and a vehicle registration card showing the details of the new vehicle owner.

Online Instructions

  1. Login with your smartcard to the e-services portal of MOI.

Offline Instructions

  1. Download, print and fill out the paper form.
  2. Bring original vehicle registration, along with copies of ID from both seller and buyer and insurance document under the buyer’s name.
  3. Bring your car along with its registration card to the MOI Traffic Department.

  • For companies: signing transportation approval and providing a sealed letter with an attached copy of the company registration card.
  • Mortgaged vehicles: ownership transfer can be made after getting approval from mortgagee under ownership transfer authorization.
  • Vehicles sold through car agencies: car agency seal on the agency authorization card is approved as long as the seal and the signature are matching with the authorization card, and a sealed copy from the car agency is to be appended to the buyer and seller IDs along with their signatures on the form.
  • Vehicles sold through courts or auction: ownership transfer can be made without getting back to their owners based on court order or letter from the competent authority.
  • GCC citizens should attend to sign and show their IDs, while residents, not working in government institutions, should provide a letter from the sponsor.
  • You can complete the transfer of vehicle ownership through Metrash2.

  • Bring the registration card of the vehicle and original id of the buyer and seller and the presence of both personally in front of the concerned staff for signing the trading agreement.
  • Companies should produce a letter in its letter pad stamped by the company and signed on the ownership change agreement.
  • For the GCC citizens, they should come to the traffic office personally for signing the agreement along with their original ID card.
  • Expatriate residents who are not employed by the government, along with above mentioned documents, they should produce a letter of no objection from the sponsor.
  • The ownership of the loaned vehicles can be changed after the approval from the loaning agency based on the ownership change agreement.
  • For the vehicles sold through the vehicle selling and buying showrooms, the seal of the showroom which is on the showroom approval card will be considered, provided that the signature and seal should be matching with the approval card. The ID card copy of the buyer and seller with a seal of the exhibition should be attached along with the signature of both seller and buyer on the application form.
  • Vehicles sold through the courts or public auctions, the ownership will be changed without informing the owners as per the court order or on the basis of the letter from the concerned authority.
