Puducherry - Obtain a Domicile or Residence Certificate

Apply In-Person

  1. Applicant must visit the thasildhar at revenue department office to apply in-person with the documents specified under required documents session. Link for contact : link
  2. Please go to the respective office. Submit the completed application obtained from office or can be downloaded from the following link: Application
  3. Authorities after checking the attached documents and details submitted will make entries and provide you record number for reference.
  4. This application will be verified by the respective authorities as per instruction.
  5. There will be a ground level verification and scrutiny of the documents and details provided.
  6. Once the verification is over, these officials will submit their report to the respective DC to decide and issue the domicile certificate to the applicant.
  7. Applicant will get the certificate in 15 days after due verification.

Note: Apart from the mentioned required documents, applicant has to provide any additional information/document as asked by the respective authorities while applying. Fee requirement is also to be paid as authorities quote. Applicant may be asked to prove his stay in the state for a particular period(10 years/15 years etc).

  1. Use the following link to reach online portal. Link: e-district
  2. In the given page, please select “Login” option on top of the page to reach a new page.
  3. Use the register a new membership option to reach next page to register.
  4. Login using the credentials and hit epramaan login tab to get the next page.
  5. Once login, user can select Dept of revenue and disaster management – certificate option under available services.
  6. Applicant can select issuance of residence/nativity certificate option to get the next page.
  7. Here, please select the respective option to get the page for entering application details
  8. Fill out the online application form with required details.
  9. Upload the scanned copies of the relevant documents.
  10. Complete payment gateway as required.
  11. User gets acknowledgement for the application made online.
  12. Please keep it safe.
  13. This application will be processed by the respective department as per how it will be processed in person.
  14. Applicant will get notification about the status on his registered mobile number provided while applying.
  15. Applicant can track the status of his application through online portal.
  16. Applicant shall print the certificate once it is available.

Apply through Registrar/Sub-Registrar/Asst. Sub-Registrar

  1. You could approach the Registrar/Sub-Registrar/Asst. Sub-Registrar office in the area where you were born and obtain the certificate by filling the application form provided by them.

  • Property TAX (As applicable).
  • Voter ID
  • Birth Certificate.
  • Educational certificates as applicable.
  • Self declaration from the applicant.
  • Residential proof of land or rented house (photocopy of land deed / rent receipt copy).
  • Identity Proof (PAN card, Driving license, Voter card, Ration card, Passport).
  • Age proof (birth certificate / school certificate).
  • Passport size photograph.
  • Aadhaar card.
  • Copy of Indian Passport or Certified copy of NRC 1951(National Register of Citizens).
  • Copy of the PRC (Permanent Resident Certificate) of any member of the family of the applicant stating relationship, if any as applicable.
  • Affix stamp as advised by authorities if required.

  • The following are the eligibility criteria to obtain a local certificate from the State Government:
    • Any person who is a resident of the state.
    • Women not initially belonging to the state, but married to a permanent resident of the state.


  • Authorities will provide fee details.
  • During online payment fee details will be displayed


The validity period of this certificate has been enhanced to life long as per GO (provided the individual residence is not changed)

Domicile Certificate can be made only in one State/UT. Obtaining Domicile Certificate from more than one State/UT is an offence.

Note : All Tehsildar's don't make a domicile certificate, although they are empowered to. There are specific areas of setu department in City, where you can get a form and apply. A proof of staying in State for 10 years continuously is required. You can show a bank account passbook, a bona fide certificate of college. Keeping track of phone and telephone bills of 10 years back is tedious enough.

Need for the Document[edit]

  • A Domicile/Residence Certificate is generally issued to prove that the person bearing the Certificate is a Domicile/Resident of the State/UT by which the Certificate is being issued. This Certificate is required as proof of residence to avail Domicile/Resident Quotas in educational institutions and in the Government Service, as also in case of jobs where local residents are preferred.
  • This certificate is used for many other purpose including Passport, Visa etc.;,

NOTE : It is a punishable offense to try with fraudulent documents to get a Domicile certificate
