Apply online

  1. To Apply for Environmental Compliance Certificate (ECC), the applicant has to make an application online via link
  2. If the applicant is a new user, the applicant has to click the “Sign-up Now” button.
  3. Read all the terms and condition and click the “Continue” button.
  4. Complete the registration process and click the “Register Now” button.
  5. Click the "Continue" button to open the login page.
  6. Click the "Log-In" button and then click the "Not yet registered? Sign-up Now!"
  7. Review the "Terms and Conditions" and click the “Continue” button.
  8. Enter all the necessary details in the application form.
  9. To upload an attachment, click the “Browse” button to look for the file, then click the “Upload” icon.
  10. Also, upload all the necessary documents which are mentioned in the “Required Documents” section of this page.
  11. Before clicking the "Register Now" button, make sure to go over the application once again. After registration,the applicant will be automatically logged in to the system.
  12. The first step requires applicants to answer some questions about the project.
  13. The second step would require applicants to provide the keyword for the major type or component of their proposed project.
  14. Step 5 will require applicants to enter the proponent and project information.
  15. Step 6, the system will generate the documents for the project description, sworn statement, PEMAPS, order of payment, and fillable IEE Checklist template that is appropriate for the proposed project.
  16. Click the documents to download and then save the file on the computer. Print all documents. Fill out the documents and have them notarized. Don't forget to save the application as a draft.
  17. Once the ECC Application is approved, it will appear on the "For Action" page for downloading. Download the file, sign it, have it notarized and upload the notarized version of the document.
    Note: It is recommended that the upload the full version (all pages) of the notarized ECC and not just the notarized page.
  18. The Notarized ECC together with the signed version will become accessible to other agencies and the public from the E-Library of the EMB website. The applicant can obtain Certified True Copies of the ECC from the concerned EMB Regional Office.
  19. This entire process can be completed within 30 days or as per the timeline advised by the respective department authority.

  • copy of the deposit transaction slip and duly notarized IEE Checklist
  • Geo-tagged photographs of the proposed project site
  • Maps of impact/affected areas (showing at least 1km from the project boundaries)
  • Certification from LGU proving the compatibility of the proposed project with the existing land use plan
  • Site development plan/vicinity map signed by registered professionals
  • Project/Plant layout signed by registered professionals
  • Schematic diagram of wastewater treatment facility (if applicable)
  • Schematic diagram of air pollution control facility (if applicable)
  • Organizational Chart in charge of environmental concerns
  • Proof of authority over the project site (e.g. land title, lease contract, deed of absolute sale, etc.)
  • Duly accomplished project environmental monitoring and audit prioritization scheme (PEMAPS)
