Procedure

Apply online

1. To Apply for License to Own and Possess Firearms (LTOPF), the applicant has to make an application online via link
2. The applicant has to click the “Create Account”.
3. Enter the registration details and click the “Sign-up now”
4. Now the applicant has to move on to the “Sign up session”.
5. Enter the email id and password and then click the “Login” button.
6. To start the application, click the "SELECT SERVICES" button and then click "FIREARMS REGISTRATION".
7. Enter the necessary details in the application form and click the “Proceed” button.
8. Also, upload the necessary documents which are mentioned in the “Required Documents” section of this page.
9. Wait for a text or an email from FEO confirming that they have received the application.
10. Now the applicant has to pay the prescribed amount of fee in online mode.
11. The concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
12. Once the process gets completed, the applicant gets a call from the office regarding the application.
13. The applicant has to visit the office to get the license.
14. This entire process can be completed within 15 days or as per the timeline advised by the respective department authority.

• National Police Clearance or Municipal/City Police Clearance
• Certificate of Gun Safety and Responsible Gun Ownership Seminar administered by the PNP
• Proof of Income or Pay Slip or Other documents that may prove source of income
• MTC and RTC Clearance of NBI Clearance
• PSA Birth Certificate or Passport or DFA Certificate of Filipino Citizenship
• Proof of billing in the name of the applicant or in the name of the spouse with Marriage Contract
• Two (2) Valid Government ID
• Validated NP Test with receipt from PNP HS or its duly accredited center/s
• Drug Test result from PNP Crime Lab (CL) or its accredited testing center/s
• Other supporting documents

• Current Business Permit (Authenticated copy)
• Firearm License Bond
• Latest ITR
• License to Operate (Authenticated Copy)[
• SEC Article of Incorporation (Latest GIS) / DTI / CDA (Authenticated copy)
• Board Resolution Authorizing the applicant as the Representative / Secretary Certificate for SEC Registered
• Gun Club Accreditation (Authenticated)
• Affidavit of Undertaking that the firearm shall only be released to their respective officials or employee with Short Certificate of Registration
• Appointment Order of GSO
• SAO Bond Certificate
• Certificate of Registration of GGU issued by SOSIA
• Appointment Order as Supply Accountable Officer
• Board Resolution Authorizing the Applicant as the Authorized Representative / Bonded Firearms Custodian (For SEC Registered)
• Company Proof of Latest Billing (Original)
• Certificate of Registration for Shooting Range
• If representative has no individual LTOPF
• Drug Test from PNP Health Service
• Gun Safety and Responsible Gun Ownership Seminar Certificate / Retirement Order
• Neuro-Psychiatric Clearance from PNP Health Service (Original)
• DI / RID / Local Police Clearance
• Regional Trial Court and Metropolitan Trial Court Clearance or NBI
• Representative Drug Test from PNP Crime Laboratory (Original)
• Gun Safety and Responsible Gun Ownership Seminar Certificate (Validated)
• Representative Government issued IDs (2 pieces)

Eligibility

Individual:

• Filipino citizen
• At least twenty-one (21) years old at the time of the filing of his/her written application to own and possess a firearm or firearms
• Has gainful work, occupation, or business or has filed an Income Tax Return (ITR) for the preceding year as proof of income, profession, business, or occupation.

Juridical entities:

• Must be Filipino-owned,
• It is a current, operational, and continuing concern
• It has completed and submitted all its reportorial requirements to the SEC/DTI/CDA
• It has paid all its income taxes for the previous year, as duly certified/stamped and received by the BIR and
• It has a valid License to Operate (LTO) issued by Director, CSG through SOSIA

Fees

• The applicant has to pay the prescribed amount of fee as per the authority’s request.

Validity

Explain the time until which the certificate/document is valid.
