Apply In-PersonEdit

  1. To apply for duplicate Learner Driver License in Odisha the applicant has to approach the RTO office of the area.
  2. Information related to the RTO offices can be obtained from the “Office Locations and Contacts” Section of this page.
  3. You will have to submit Application in Form in front of licensing authority.
  4. Application form no can be obtained from the RTO counter.
  5. The applicant should make sure they are eligible for duplicate learner license by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
  6. Please make sure you have all the documents that are listed down the “Required Documents” section of this page.
  7. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  8. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

  3. From the dropdown menu select “DL Application”
  4. Once you select the option you will be redirected to sarathi portal: Sarathi portal
  5. Further you can follow the instructions as explained below online application via national portal.

Apply Online via National Portal - Odisha Apply for Duplicate learner driver license online with Images

  1. In order to apply for online, please follow the link : online portal
  2. Please select "Online Services" from the menu and click on "Driver License Related Services".
  3. You will be taken to a new screen where you have to select “Odisha” in the drop down menu against “Please select the State from where the service is to be taken”.
  4. Once you select the State, you will have to select the RTO office from where the service needs to be taken.
  5. Based on your selection you will be redirected to the services page.
  6. Click on apply online
  7. From the given options select “Services on Learner’s License”,
  8. You will be redirected to the page where instructions for the process will be available.
  9. Click on proceed.
  10. You can enter Learner’s License number as instructed and proceed.
  11. Also you can directly print the duplicate learner’s license from the website: Duplicate License
  12. From the dropdown menu of Print License details, select “print learner’s license” you will be redirected to printing page, click on proceed.
  13. You can enter your application number and date of birth
  14. Upload the required Documents mentioned on this page
  15. Pay the required fees
  16. Print your learner’s license directly from the website.

Q. Is my Learner's License valid throughout India?

  • Yes, your Learner's License is valid throughout the country for six months from the date of issue.

Q. Are there any rules that must be followed while learning to drive with a Learner's License?

  • Yes, first of all an experienced license holder must accompany you and you cannot carry any person other than your instructor on the pillion. Secondly, you must paste a 'L' sign at the front and rear of your vehicle which will act as a sign for other drivers that you are a novice.

Q. What is the validity period of a LL issued in India?

  • In India, a Learner's License is valid for a period of six months. Once the LL has expired, you must either renew your Learner's License or apply for a fresh one depending on the RTO rules.

Q. Will I be asked to drive a motor vehicle to get my Learner's License?

  • No, you will not be asked to drive a motor vehicle to get your Learner's License. You will however have to undergo an online or written test containing multiple choice questions which will test your proficiency on road rules and traffic signs.

Q. I need to apply for a LL for a non-gear vehicle and car. Do I have to apply separately?

  • No, you can apply for a Learner's License for a car and non-gear vehicle together. Also, you can take a single test for both. However, you will have to pay the application fee for both car and vehicle without gear.
  • Applications for a provisional driving licence can be made from the age of 16. Valid for driving a moped or gearless motorcycle (with a capacity of up to 50 cc) from aged 16, and a car from aged 18 or older to drive any other type of vehicle. The common "All India Permit" allows the licensee to drive throughout the country. For driving commercial/transport vehicles, one should obtain endorsement (and a minimum age of 20 years, in some states) in the driving licence to effect under s.3(1) of The Motor Vehicles Act, 1988. Until a driving test (which consists of three sections: verbal or written test (depending on the state), road sign test followed by a supervised driving examination) has been passed a driver may hold only a provisional licence and be subject to certain conditions.
  • The conditions attached to provisional licences of a particular category of vehicle are:
(i) L-plates must be conspicuously displayed on the front and rear of the vehicle.
(ii) Learner drivers of a particular category and transmission type of vehicle must be accompanied by somebody who has held a full driving licence for that category and transmission type, except in the case of solo motorcycles and vehicles of certain categories designed solely for one person.
(iii) Motorcycle riders must not carry any pillion passenger.
(iv) Bus drivers must not carry any passenger except a person giving or receiving instruction.
  • After passing a driving test, the provisional licence may be surrendered in exchange for a full Indian licence for the relevant kind of vehicle. Full car licences allow use of mopeds, motorcycles and cars.
