Norway - Obtain a Drivers License

Procedure[edit]

  1. Choose a driving school where you would like driving lessons. See list of approved driving schools in Norway
  2. Complete all the driver training requirements needed in the driving license category you are applying for. Driver training requirements for different categories
  3. For those who will be applying for a driving license in the light vehicle categories (cars, motorcycles, light motorcycles, mopeds, tractors, snowmobiles), you may apply electronically. Driving License Application Form
  4. If you would like to become professional driver, you will need to take mandatory training for professional drivers once you have a driving licence.


Practical tests for heavy categories or trailers

To be eligible to take the practical test for heavy categories or trailers, you must have passed the following tests first:

  • BE passed B
  • C1 passed B
  • C1E passed C1
  • C passed B
  • CE passed C (the same applies for the theoretical test)
  • D1 passed B
  • D1E passed D1
  • D passed B
  • DE passed D


Health Requirements

You must immediately visit a doctor whenever you are experiencing health problems that has a direct effect in your driving capability. You are required to undergo a medical examination to see if you are fit to drive a vehicle. If the doctor finds that you do not meet all the health requirements, he/she is obliged to report this to the health department of the County Governors office. You must hand in your driving licence to the police. Even if such a report is not sent, you are not permitted to drive while your state of health is impaired.

The period of validity for a driving licence or a driving licence category may be reduced due to health problems experienced by its holder. The period of validity is indicated on the driving licence. Make sure that you have renewed your license before it expires.

If your driving licence has livelong validity (up to the age of 100) and you have reached the age of 70, you must also carry a valid medical certificate. Such certificates have a validity of from one to five years depending on your state of health.

Driving licences for categories C1, C1E, C, CE, D1, D1E, D and DE for heavy vehicles must be renewed before it expires. When you renew your driving entitlements, you must submit in person a medical certificate, issued not more than six months ago.

Age Requirements

International Categories

16 years old:

  • AM - Moped (AM146)
  • AM - Moped (AM147), limited weight
  • A1 - Light motorcycle


18 years old:

  • AM - Moped (AM147), unlimited weight
  • A2 - Motorcycle
  • B - Car, van
  • C - Lorry
  • C1 - "Light" lorry
  • BE - Category B with trailer
  • CE - Category C with trailer
  • C1E - Category C1 with trailer


20 years old:

  • A - Heavy motorcycle, gradually acquired entitlements


21 years old:

  • D1 - Minibus
  • DE - Category D with trailer
  • D1E - Category D1 with trailer


24 years old:

  • A - Heavy motorcycle, full entitlements
  • D - Bus


National Categories

  • Category S:
    • Snowmobile, limited to Category 1: 16 years old
    • Snowmobile, unlimited: 18 years old
  • Category T:
    • Tractor, limited weight: 16 years old
  • Tractor, unlimited weight: 21 years old*

Note*: 21 years old or 2 years' driving experience.


National categories or driving entitlements are valid for driving in other countries provided they are accepted by the authorities of that country.

Note*: You are not required to take the theoretical test in order to go from category A1 to A2, A2 to A or A1 to A.


Other Fees:

  • Issuing of driver licence, including formal qualifications for vehicles used in states of emergency (Code 160) : 250 NOK
  • Issuing of ADR driver training certificate: 250 NOK
  • Issuing of Certificate of professional competence (CPC): 250 NOK
  • Issuing of tachograph cards: 650 NOK
  • Photo: 70 NOK

You can use cash or debit cards to pay for the fees at the Driver and Vehicle Licensing Office. Credit cards are NOT accepted.



Validity[edit]

Norwegian driving licences under categories A, A1, B, B1, BE, M, S and T normally have lifelong validity, given as being up to the age of 100. However, once the holder reaches the age of 70, the validity of the driving licence will depend on his/her physical capability to operate a vehicle, a medical certificate will have to submitted during the renewal process.

Categories C1, C1E, C, CE, D1, D1E, D and DE for heavy vehicles are valid for a limited period, normally five years. From the age of 70, the period of validity is one year.
