Nigeria - Licencing a Foreign Owned Vessels

Procedure[edit]

Apply In-Person:

  1. To apply for Licensing Foreign Owned Vessels in person, the applicant must visit the office of Nigerian Maritime Administration and Safety Agency.
  2. The contacts and address information of the NIMASA can be found in the following contact link
  3. Visit the office and obtain the application form for Foreign Owned Vessels license from the respective department.
  4. Make sure that you have all the required documents listed in the “Required Documents” section of this page.
  5. Complete the application form as required with necessary information and attest with your signature.
  6. Then, attach the documents required with the completed form proceed to submit it to the concerned official at the Office for further verification and application processing.
  7. Also pay the required fees for the application process at the office as directed by the officials.
  8. The application and the documents attached will be forwarded to the concerned departments for their scrutiny.
  9. After all the processes are completed, concerned officials will approve the application and proceed with the license issuance process.
  10. Once the license is ready to be collected, office will inform the applicant to collect it through any applicable means.


Apply online

  1. To apply for Licensing Foreign Owned Vessels online, the applicant must visit the following link Apply online
  2. In the login page, enter the user credentials in the fields provided and click “Log in” button if you already have an account.
  3. Otherwise, click on the “Sign Up” link below and enter the Username, Email address, Company name in the fields provided, select the Type of Registration as‘CAB Application for foreign vessel’ and country as applicable, then click “Sign up” button.
  4. A confirmation email will be sent to your provided email address. Open the email and click on the button available to verify your email address by doing which a new login page with an account confirmation message will open.
  5. Followed by the confirmation email, an email with the account password will also be sent. Find the password in the email and login by entering the user details in the new login page and click “Log in” button.
  6. You will be prompted to a change of password page, enter a password of your choice twice in the fields provided and click “Change Password” button.
  7. Once done, you will be directed to the application page with relevant fields. Complete the form by filling the details as asked and uploading the required documents by clicking the “Choose file” button.
  8. After completing, click “Save” button and proceed. Similarly, follow the on-screen instructions and complete the application process.
  9. Also, pay the required fees by following the on-screen instructions and complete the payment process, then submit the completed application.
  10. The application and the documents attached will be forwarded to the concerned departments for their scrutiny.
  11. After all the processes are completed, concerned officials will approve the application and proceed with the license issuance process.
  12. Once the license is ready to be collected, office will inform the applicant to collect it through any applicable means.

Eligibility[edit]

  • Any foreign shipping operator in Nigeria, who wants license for his/her foreign vessel for carrying out transport of goods or passengers between two ports/places within Nigeria, can apply.
  • The applying entity must possess a Nigerian ship registry Certificate and a registration with the Nigerian Maritime Administration and Safety Agency.
  • The shipping company must have registered with the Federal Inland Revenue Services and possess an Incorporation Certificate.

Instructions[edit]

  • The application form should also be accompanied by certified true copy (CTC) of Corporate Affairs Commission forms CAC7 and CAC2 and an Incorporation Certificate.
  • The shipping company must enhance an Insurance scheme for the foreign owned vessel by choosing an appropriate Insurance service.
  • The applying entity must also ensure by an undertaking a training plan for a prescribed number of Nigerian cadets a copy of which should also accompany the application.

If a foreign shipping operator or transporter wishes to involve in transport of goods or passengers between two ports/places within Nigeria, the respective entity must obtain a license for the foreign owned vessels from the registrar of ships through the Nigerian Maritime Administration and Safety Agency.
