Apply In-Person:

  1. To get Commercial Invoice in person, the applicant has to visit the office of the Nigeria Port Authority.
  2. The address and contact details can be found in the following contact link
  3. Visit the office and obtain the application form for Customer Identification (Id) Number from the relevant department.
  4. Complete the application form and submit it to the relevant authority with the documents listed in the “Required Documents” section of this page and the Registration Certificate as a Shipping Company/Agent.
  5. On receipt of the request and Registration Certificate, the port authority issues the customer ID within three working hours.
  6. After that, the applicant can proceed to obtain a Commercial Invoice with the help of the Customer Identification (Id) Number and by following the instructions of the official present over there.
  7. You will have to provide a soft copy of the E-Manifest of the shipping vessel in XML file format.
  8. After all the necessary processes gets over, the official will issue the Commercial invoice within one hour which is generated on the Revenue and Invoice Management System (RIMS) platform.


Apply online

  1. To apply for getting Commercial Invoice online, the applicant has to first obtain an NPA Customer Identification (Id) Number.
  2. To obtain a Customer Identification (Id) Number, a shipping company/agent should apply through email, by forwarding an application request with the Registration Certificate to the following email address: [email protected]
  3. Other customers should visit the office of NPA and apply for the Customer’s ID. The address and contact details can be found in the following contact link
  4. After obtaining an Identification number, any applicant has to visit the following online application link
  5. Visit the link, enter the username and password in the respective fields and click “Sign in” button.
  6. Navigate to the module/platform by clicking “Manifest Upload” on the Homepage.Enter your Customer ID and the e-SEN Number for the Ship Entry. (Obtain your e-SEN Number from the e-SEN Application)
  7. Click on “Submit” to validate the information provided.After Validation, you will be redirected to upload your Manifest.
  8. Data from the e-SEN registration will be pre-populated.Select the Port and the Jetty/Terminal of Operation.
  9. Select the Vessel Type. Choose the Registration File of the manifest from its location on the workstation.
  10. Choose the Manifest Header File of the manifest from its location on the workstation. Choose Customs Respond File (for upload with SEN).
  11. Add the BOL files of the manifest from its location on the workstation. Click on “Start Upload” after adding all the BOL files.
  12. Enter the Rotation Number obtained from Custom’s Manifest and Ship Entry (for Coastal Operation). Select the Check Box “I agree” to the terms and conditions.
  13. Select the Check Box “I confirm” that my manifest entries are accurate as at the time of completing the form.
  14. Click on “Submit” to send the Ship Entry and Manifest to the Tariff & Billing Department of NPA for review and generation of Provisional Bill.
  15. If the detail provided does not meet the requirement, the errors would be highlighted and you will be notified to make the required corrections.
  16. On Successful upload, you will be notified with the Manifest ID of your entry.

  • Customers who are not Shipping Companies/Agents should apply through the Chief Port Accountant of the Port/Location in which they intend to carry out business with NPA.
  • It is important that the completed form must contain all the information required properly and the form must be filled legibly, in order to get accepted by the Authority.
  • Make sure that you attach all the required documents as specified by the authority to avoid rejections.
