New Delhi - Obtain Land Mortgage Certificate (Coletral)

Apply in-person

  1. To apply for a land mortgage in Delhi the landowner is required to show a non-encumbrance certificate.
  2. To apply offline, the applicant has to approach the nearest SDO office or can approach the concerned deputy commissioner between 10:00 AM to 1:00 PM.
  3. Here are the locations of the SRO offices in Delhi: regional office locations
  4. You will be given an application form that you need to submit with form 22.
  5. Ask the office for this form.
  6. Attach the documents as mentioned in the “Required Documents” section of this page.
  7. Submit the form with the documents to the authorities.
  8. You will have to pay a fee.
  9. Once you do this, you will get an SMS saying that your application is being processed. Save this SMS.
  10. After 21 days you will get an SMS saying your EC has been approved, you can visit the SRO office to collect the certificate.


Apply Online

  1. Visit the official website of the e-district Delhi portal.
  2. Here is the link to the portal: e-service portal
  3. Click on “Apply for the certificate online” on the right side of the page.
  4. Fill the citizen login form.
  5. If you do not have an account, you can fill the registration form to get login credentials.
  6. Once logged in, click on “apply for service” then click on “apply online”.
  7. Click on “Non-encumbrance certificate”.
  8. Enter details about your land.
  9. You will receive an application number that you can use to track your application.
  10. Once approved you can download a soft copy.


At home service

  1. You can also avail all e-district services at home.
  2. Visit the e-district portal.
  3. On the left side, there is a phone number that you need to call.
  4. The number is 1076.
  5. You can also click on the box to book a service online.
  6. You will have to sign in using your mobile number.
  7. An OTP will be sent, which you need to enter.
  8. You will have to enter relevant details.
  9. Select a date when you want them to visit your house.
  10. Once the appointment is made, the officials will visit your house and guide you through the process.

Required DocumentsEdit

  • A request for an EC (application) along with the details of your property, the purpose for which you are applying for an EC and the time period for which you want it issued. This should be recorded on blank paper.
  • Form 22 which you get at the SRO.
  • An attested copy of your address proof.
  • Attested a copy of the title deed of your property. Sale deeds, gift deeds, exchange deeds are all called ‘title deeds’ since they clarify your property’s ownership.
  • A copy of your mortgage deed if it has an encumbrance.
  • A copy of a letter of reference of the authority before whom the certificate is to be submitted.
