Procedure

Only “green firecrackers" would be allowed to be sold in Delhi/NCR.
Apply In-Person

1. Applicant may approach the Licensing Unit of Delhi Police or offices of jurisdictional District Deputy Commissioners to apply for this license.

4. Please confirm that you are eligible to apply.
5. Applicant must submit the respective form.

7. Report/N.O.C from local administrative authority &police station need to be obtained.
8. Your application will be accepted with advised fee as per authorities.
9. This application will be processed further.
10. If, required police verification and inquiries would be conducted.
11. If everything in place and upon satisfactory ground the license will be issued.

Note: Grant or rejection of permit depends on the department decision.

1. Go to the online portal. Link: online portal link
2. Use the “Apply online” option provided on the left part of the screen under quick links to get next page.
3. Keep the New application toggled on, select “License/NOC for Explosives… “ option from the drop down menu against select services and complete the page prompts and hit submit to complete the initial process to get login id and details to login through the e-mail or SMS.
4. Now after the credentials are in place, go to the online portal again and select “user login/status option on the left part of the screen under quick links to get the login page.
5. Login to apply for the license online by following the screen prompt.
6. This online process helps in submitting online appliocation, uploading required documents, payment and appointment for direct meeting for processing.
7. Thus an online applied applicant can finish his process by meeting the respective authority as per online schedule.

• No objection certificate of the tenant, if the business is intended to be carried out on the land *of tenant other than the applicant.
• Recent copy of Form-F of the land housing the Storage Facility.

Note:

• Applicant shall use the local address obtained as per the link above for the state to apply.

Eligibility

• Applicants must be above 18 years old.
• Not sentenced or convicted of any offence involving violence or moral turpitude for a term of not less than six months, at any time during a period of five years after the expiration of the sentence.
• Applicant should not have any connection or executions in code of Criminal Procedure.
• Applicant license under the Explosives Act has not been cancelled, whether before or after the commencement of the Indian Explosives (Amendment) Act, at any time during a period of five years from the date of cancellation of such license.

Validity

• Validity of the Cracker License on Temporary basis will be Maximum of 15 days and on Permanent basis for 1 Year (Financial Year)
• Renewed every year (Optional)

NOTE : When applying for a temporary license to sell or to store on seasonal demand like Diwali – This licence will be issued in a time of 1 week to 1 month as decided by local authorities

• To administer the responsibilities delegated under the Explosives Act 1884 the rules made thereunder related to manufacture, import, export, transport, possession, sale and use of Explosives
• Without this license one can’t deal or trade such items.
