Procedure[edit]


The Home Department, the Government of Maharashtra provides online facility to user for applying for No Obligation to Return to India (NORI) Certificate for Indian Citizen. User can read the instructions and fill the form. Online service is provided by the government to save time of the user. The portal is available in two languages, English and Marathi; user can select any of the preferred language. However, the application form can be printed and applied in person along with the necessary documents to the Desk Officer, Home Department, Mantralaya.

Apply Online through aaplesarkar :

  1. The applicant needs to register on the website: Create User Id
  2. The applicant can login using the credentials and fill the form as instructed.
  3. The applicant can fill the online application form for “No Obligation to Return to India (NORI) Certificate for Indian Citizen” in the citizen login section: Online Application
  4. Submit the application.
  5. After submitting the application, user will get a reference slip or number which should be kept for future reference.
  6. Status of the application can be tracked by the user in “Track your Application” section. For tracking the application, application id or reference number will be required.

Apply Online through NORI portal:
The Ministry of Human Resources Development has launched a new portal NORI for inviting online application for NORI. All applicants can apply for Waiver (NORI) online.

  1. The applicant can visit the website create the user Id and password.
  2. Fill the online application form as instructed.
  3. Submit the application along with the required documents.

Apply In-person:

  1. Applications can also be made in-person through the Home Department, offices and sub-offices.
  2. You will be able to find the office location information and contact information under the following link :Office location

  4. Submit the application to the Desk Officer, Home Department, Mantralaya, Home Department, Government of Maharashtra along with the required documents.
  5. Please make sure you have all the documents that are listed under the “Required Documents” section of this page.
  6. The applicant needs to submit the application along with the mentioned documents, in original, with prescribed fee for miscellaneous consular services. It is the responsibility of the applicant to obtain all necessary clearances.
  7. The application for issue of NORI Certificate is to be submitted at the CPV Division of Ministry of External Affairs, should the applicant be in India at the time of application. For those who are applying from a third country where they are currently staying, the concerned Mission/Post should issue NORI Certificate by accepting all the above documents. Specimen copy of the letter is enclosed for reference in “Sample Document” section.
  8. Specimen copies of the bio-data and affidavit for Miscellaneous Services are attached.
  9. After the authorities validate your application and the documents that are submitted they will grant NORI certificate to Indian Citizen.

Required Documents[edit]

Mandatory Document (all the documents mentioned are mandatory):

  • Passport
  • Birth certificate
  • Degree & Qualification documents
  • NORI Affidavit (with Notary form)
  • NORI Form- Bio data(with Notary form)
  • Copy of applicant's current j-1 Visa (Self- Attested)
  • NOC from the Ministry of HRD (Department of Higher Education) or Ministry of Health and Family Welfare in case of doctors & medical professionals[Instructions for issuance of clearances are issued by the concerned Ministries from time to time];
  • NOC from Passport Office (Passport Issuing Authority) [Applicants may check with the Indian Mission/Post abroad OR Consular Section ([email protected]), CPV Division, Ministry of External Affairs, New Delhi through e mail, wherever the application is being submitted].
  • NOC from the Home Department of State/Union Territory in India where the applicant belongs to.
  • Original notarized affidavit containing full details of his/her visit to USA on student visa, especially, details of his/her Indian passport number, date and place of issue, period of stay in USA, his/her address in USA during his/her stay there and his/her present address in the place where currently staying.
  • Copies of the Indian passports including the one in which the candidate travelled to US and US visa pages;
  • Copy of Third Part Bar Code page from the US State Department containing the applicant’s Waiver Review Case File Number (this is required to be quoted in the NORI Certificate as well as details of passport, US address, etc.);

Other Documents (Any one)

  • Copy of letter from consulate general of India

Photocopy of documents should be attached while applying in person and scanned documents should be uploaded while applying online. Keep all the documents in scanned form like JPEG, GIF and PDF, so that it can be uploaded while making online application on the website. If submitting in person, xerox copies needs to be attached.

Need for the Document[edit]

As per the Immigration law of the United States of America, for all J-1 visa holders, 2 years of home (India) residency is mandatory. While applying for a H1B visa, J-1 visa holders are required to submit to the US authorities a NORI Certificate waiving the condition of the two-year stay back in India. The applicants who require such a J1-waiver need to apply for a NORI certificate to the Indian Missions/Posts concerned in USA. Those who have returned to India may apply for this Certificate at the CPV Division, Ministry of External Affairs, New Delhi. Information which might help[edit]

  • There is no need to take an appointment. Applicants could visit The Consulate on any working day between 9:30 AM - 12:30 PM. The service will be on first come first serve basis.
  • The Consulate reserves the right to reject attestation of documents the contents of which are objectionable or contrary to the Rules.
  • The Consulate does not attest any document issued by authorities in India. If any document issued by authorities in India (such as birth and death certificates, affidavits, diplomas, marriage certificate and educational certificates issued by authorities in India ) are required to be presented to authorities in USA, these should be apostilled in India.
