Apply In-Person

  1. Transfer of vehicle registration from one state to another state happens whenever the vehicle is sold to a person in another state and if the owner himself settles in a new state.
  2. The main document for this purpose is NOC from the home state RTO. - (Please check with local RTO whether NOC is required before processing)
  3. In order to transfer vehicle from another state, Applicant has to apply and get NOC as stated above from their home state RTO
  4. With the NOC in hand the applicant can approach the RTO for his area to do this procedure.

  6. Application form can be downloaded using the following link: Application forms and Parivahan Forms Link
  7. Make sure you have completed application form Form-27. Application form can be obtained from the following link : Form 27
  8. Also make sure you have all the necessary documents to process the application
  9. Application forms can also be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  10. Present the completed application forms along with documents in one of the counter and pay the appropriate fee where the officials would start processing your application.
  11. Pencil tracing of engine chassis number is the activity to record the chassis number against the registration number in the RTO register
  12. Authorities will inspect the vehicle and announce the registration number
  13. After necessary verification, the applicant is given a token of receipt for the period till he receives the RC
  14. The Vehicle Registration Certificate is issued to the applicant within one month

Apply Online

  1. Please use the link to reach online portal Parivahan : Parivahan Online
  2. Enter the registration Number as prompted and hit “PROCEED”
  3. New screen will open to give options to choose. Choose “Misc (TO/CoA/HPA/HPC/HPT/DupRC)” to get new screen.
  4. Enter your Chassis (Last 5 digits) number and click the button next to chassis number box
  5. In the next screen, Fill in required details and upload documents to process the online procedure
  6. You can then send this application along with bunch of required documents to the RTO or handover personally to process further

  1. To book appointment, please use the following link: vahan home page
  2. Enter the registration Number as prompted and hit “PROCEED”
  3. In the next window, select “book appointment” under “Appointment” option to get the next screen
  4. Enter the Application Number in the prompted box and hit “get user details” to process the request for getting the slot

  1. Application in Form-27 (in duplicate if it is with HP) : Form 27
  2. NOC - if required
  3. Police certificate (That the vehicle is not a stolen one)
  4. The certificate of registration
  5. The certificate of insurance,
  6. The certificate of pollution under control
  7. PAN card in case of 4-wheeler
  8. The appropriate fee as specified in rule 81.
  9. 2 Photograph of the applicant with vehicle clearly showing number plate
  10. Pollution under control certificate
  11. Proof of address (any one of the following): Ration Card / Electoral Roll / LIC Policy
  12. Pencil traced “Chassis Number” is the primary detail for applying
  13. Aadhaar card
  14. Passport size photo
  15. No objection certificate from the Financier if the vehicle held with Hire Purchase
  16. Valid Tax receipt
  17. Proof of address (any one of the following): Ration Card / Electoral Roll / LIC Policy / Affidavit sworn by the applicant before an Executive or First Class Judicial

ValidityEdit


  • In case of non-transport vehicles like two wheelers and cars, the registration certificate is valid for 15 years from the date of first registration and it is renewed after every five subsequent years.
  • In case of transport vehicles like goods and passenger carriers the registration certificate is valid till certificate of fitness is valid.

InstructionsEdit

  • A vehicle which has already been registered in another state should have a valid NOC from the respective Transport office before it can be considered to be registered in Meghalaya.
  • Registration Fee and Hypothecation fee (if loan taken from a Bank) are to be paid.
  • Road tax payment is dependent on the Sale amount and the Age of the vehicle. If the age of the vehicle is less that one year, then 10 years tax is to be paid. If the age is 4 years, then tax of 6 years is to be paid. If the age is however, 10 yrs or more, a minimum road tax of 1 year is anyway realized.
  • Fitness validity is 15 years from the date of first registration.

  • The transfer of registration of a vehicle is to be applied in the concerned motor vehicle (RTO) office where the vehicle is registered.
  • The transfer of registration of vehicle is needed
  • In case of the owner settles permanently in a new state
  • The sale of vehicle to a person in another state
  • Purpose is to establish clear ownership and to tax motorist or vehicle owners.

  • In case of vehicle registered outside the state, the transferor (seller) should report the fact of transfer within 45 days of the transfer to the concerned registering authority.
