  1. To apply for a Driver License in Manipur the applicant has to approach the RTO office of the area.
  2. Information related to the RTO offices and licensing authority can be obtained from the “Office Locations and Contacts” Section of this page.
  3. You will have to submit Application in Form No.4 in front of licensing authority.

  5. The applicant should make sure they are eligible for applying for driver license by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
  6. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
  7. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  8. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
  9. For a Driver License you will be requested to bring your own vehicle where you will be tested for your driving skills.
  10. If the testing authority is satisfied with your driving skills a driving license will be provided.

  1. In order to apply for online, please follow the link : online portal
  2. Please select "Online Services" from the menu and click on "Driver License Related Services".
  3. You will be taken to a new screen where you have to select “Manipur” in the drop down menu against “Please select the State from where the service is to be taken”.
  4. Once you select the State, you will be redirected to the page, based on your selection Parivahan Home
  5. Click on apply online
  6. From the given options select “New Driving License” .
  7. Fill the Applicant Details as instructed
  8. Upload the required Documents mentioned on this page
  9. Upload Photo and Signature if required (applicable for only some states)
  10. DL Test Slot Booking (applicable for only some states)
  11. Pay the required fees
  12. The applicant, who holds a valid Learners' Licence, for a period of at least 30 days, shall be competent to appear for the test of competence.
  13. The test of competence will be conducted by the competent authority.
  14. The applicant should bring a vehicle of the type to which the application relates.
  15. The applicant should satisfy the officer conducting the test regarding his capability to drive the vehicle and his ability to perform the tasks.
  16. The candidate who passes the test of competence successfully will be issued with a driving licence and sent through speed post to the address furnished.

EligibilityEdit


  • The minimum age to apply for a permanent licence to drive a private motor vehicle is 18 years.
  • You should have a valid learners licence.
  • You should apply after 30 days and within 180 days from the date of issuance of learners licence.
  • A person who is at least 20 years old and possesses a Learners License can obtain a Licence for driving a commercial vehicle. Also, one has to be conversant with the traffic rules and regulations in all the cases.

  • A Driving License for a private vehicle is valid up to a period of 20 yrs or an age of 50 yrs whichever is experienced earlier. But, a commercial Driving License is valid up to three years.

  • To get a driving license, he/she should know the traffic rules first. Driving license are categorized by vehicle, it is classified into driving license for without gear bike, with and without gear bike, with and without gear bike plus LMVT to drive car, License plus Batch to drive a travels cars, autos, License for Heavy motor vehicle to drive lorry, truck, License HMVT plus batch to drive the heavy load transport vehicle. To get a license first you need take LLR from the RTO office.

Driving Test Rules for bike
  • For all bike, to pass in driving test, he/she will have to ride a bike on path designed as no. 8 in between the 20 meter distance, for turning he/she should put an indicator as well as show a hand signal and to stop the bike we have to raise our hand above the head. This should be done without our legs touching the ground.

Driving Licence Test Rules for car
  • In car testing, for turning he/she should use indicator and to stop the car he/she should show the hand signal used in the bike test, after he/she put the brake in smooth.

Important points for car driving test
  • Shift the gears smoothly, don’t put off the car until you stop the car, use side mirror and rear mirror to drive.
  • During bike driving test RTO stands near the testing area to see how the driver the bike
  • During car driving test RTO sits with you and check how you shift the gears, how you release the clutch.
  • The above points are only noted by RTO officer, if you follow these two points you will get license in 1 week. The test should be conducted on one of the week day. If you fail you will have to reappear for the test some other day.

  • A Driving Licence is an official document certifying that the holder is suitably qualified to drive a motor vehicle or vehicles. No person can drive a motor vehicle in any public place unless he holds a valid Driving Licence issued to him, authorising him to drive a vehicle of that particular category.

  • Applications for a provisional driving licence can be made from the age of 16. Valid for driving a moped or gearless motorcycle (with a capacity of up to 50 cc) from aged 16, and a car from aged 18 or older to drive any other type of vehicle. The common "All India Permit" allows the licensee to drive throughout the country. For driving commercial/transport vehicles, one should obtain endorsement (and a minimum age of 20 years, in some states) in the driving licence to effect under s.3(1) of The Motor Vehicles Act, 1988. Until a driving test (which consists of three sections: verbal or written test (depending on the state), road sign test followed by a supervised driving examination) has been passed a driver may hold only a provisional licence and be subject to certain conditions.
  • The conditions attached to provisional licences of a particular category of vehicle are:
(i) L-plates must be conspicuously displayed on the front and rear of the vehicle.
(ii) Learner drivers of a particular category and transmission type of vehicle must be accompanied by somebody who has held a full driving licence for that category and transmission type, except in the case of solo motorcycles and vehicles of certain categories designed solely for one person.
(iii) Motorcycle riders must not carry any pillion passenger.
(iv) Bus drivers must not carry any passenger except a person giving or receiving instruction.
  • After passing a driving test, the provisional licence may be surrendered in exchange for a full Indian licence for the relevant kind of vehicle. Full car licences allow use of mopeds, motorcycles and cars.
  • Vehicle Categories Related to Driving License in India The different categories of driver’s license include:
(i) MC 50CC – A motorcycle of 50 cc
(ii) MCW or MCWOG – A motorcycle without gear such as moped, scooter, etc.
(iii) MCWG or M/CYCL.WG – License to drive all motorcycles with gear as well as heavy bikes with gear anywhere in India.
(iv) LMV – Light motor vehicle license that includes auto rickshaws, jeep, motor cars, taxi, three-wheeler delivery van, etc.
(v) LMV–NT – A license to drive any light motor vehicle like car for non-commercial transportation that is for personal use.
(vi) LMV–TR – A light motor vehicle – transport license for driving light motor vehicles such as cars for commercial transportation and not valid to drive heavy motor vehicles (HMV).
(vii) HMV – A Heavy Motor Vehicle License that allows you to drive heavy or low motor vehicle ‘Open License’. It is an All India Driving Permit for Cars and Trucks.
