Maharashtra - How to Obtain a Learner Driving Licence

Following procedure provides you information related to various ways through which a Learner License can be applied in Maharashtra.
Apply In-Person
- To apply for a Learner Driver License (LLR) in Maharashtra the applicant has to approach the RTO office to which your area belongs to. Following link can provide you information related to the list of RTO office: link
- An application form will be provided to the applicant by the concerned officer. Or the applicant can download the application form from the following link link
- The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant has to attach the photocopies of the required documents along with the application form while submitting.
- Submit all the documents with the completed form to the concerned officer.
- The applicant has to pay the prescribed fee as requested by the authority.
- After receiving the application, the concerned authority will check the submitted application and document set. #If all are in place, the application will be accepted.
- An acknowledgment receipt will be provided. Please save it for future reference, it contains the application summary and contact details of the person to be contacted.
- Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
- The processing time for this procedure takes up to 10 - 15 days.
Apply Online (Through Parivahan Portal)
- To obtain learner driving license, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
- In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
- The applicant will be taken to the “Manual” page where all the available services will be listed.
- Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
- The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
- Please follow the steps to complete the application.
Apply Online (Through Aaplesarkar Portal)
- To apply for a Learner Driver License (LLR), the applicant can make the application via Aaplesarkar Portal by using the following link link
- The applicant has to enter the user ID and password and click “Login Now. If the applicant doesn’t have an account the applicant can click on “Register Now” and register an account.
- Then the applicant has to click the “Transport” menu and select “apply for a Learner Driver License (LLR)” and read the instruction and click “Apply”.
- Next Select Registration – Form, fill out the online form, and submit.
- The applicant will get the application Id and the application screen will be closed.
- Open the application submitting application id and see the status of the application and the instruction given on the right side of the screen.
- If Status is uploaded document, then click upload the documents on right side instructions.
- By Clicking on the documents which want to upload browse will appear and upload all the required documents with the above same procedure.
- Then Click upload document at the bottom and see the status again which will show for payment.
- Click on pay the fees on the right-side button and choose the option of payment and make payment.
- Check the status it will show "under scrutiny" which means your application is on the desk for scrutiny check the status regularly, either it is "approved” or "rejected”
- If rejected check your mail and follow the instruction given in the mail and read the instructions.
- If you see the status "completed” and then book the slot and visit the office on the respective date.
Apply Through Mobile App
- To apply for a Learner Driver License (LLR), the applicant can make the application via RTS Maharashtra app link
- After installing the app, click on “Getting Started” and “select language” to start the application.
- Then the applicant has to click the “Transport” menu and select “apply for a Learner Driver License (LLR)” and read the instruction and click “Apply”.
- Next the applicant has to enter the user ID and password and click “Login Now. If the applicant doesn’t have an account the applicant can click on “Register Now” and register an account.
- The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
- Review the application and click “Submit”
- The applicant has to pay the prescribed fee as requested by the authority.
- An acknowledgment receipt will be displayed. Please save it for future reference, it contains the application summary and contact details of the person to be contacted.
- Next the applicant should book the slot and visit the office on the respective date.
- All the updates on the application status will be sent via SMS to the applicant’s mobile number.
- The applicant can check the status of the application by clicking on “Track” menu by entering the department and application ID.

EligibilityEdit
- Any person after completion 18 years is eligible to apply for a Driving license (Learner/Permanent).
- Any person after attaining the age of 16 years is eligible to apply for license for motorcycle without gear engine capacity not exceeding 50cc with written consent of parent/guardian.
- The eligible age to apply for license to drive a transport vehicle in any public place is 20 years. No person shall be granted a learner’s license to drive a transport vehicle unless he has held a driving license to drive a light motor vehicle for at least one year.

- Age Requirement
- 18 years - For Private Vehicles.
- 16 years - For vehicles upto 50cc engine capacity & without gear along with consent of parents/ guardian.

A Driving Licence is an official document certifying that the holder is suitably qualified to drive a motor vehicle. Under the provisions of the Motor Vehicles Act,1988 in India, no person can drive a motor vehicle in any public place unless he holds a valid Driving Licence issued to him.
In India, two kinds of Driving Licences are issued: Learners Licence and Permanent Licence. A Learners Licence is essential for obtaining a Permanent Licence.
