Procedure

Apply In-Person:

1. To Get License for Biodegradable Plastic Manufacturing Company, the applicant has to approach the Central Pollution Control Board (Ministry of Environment, Forest and climate change link
2. An application form will be provided to the applicant by the concerned officer. Or it can be downloaded from the following link refer page. No – 39
3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
4. Make sure that the applicant has to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
6. Submit all the documents with the completed form to the concerned officer.
7. The applicant has to pay the prescribed fee as requested by the authority.
8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
9. An acknowledgment receipt will be provided. Please save it for future reference.
10. Then the application will be processed further. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
11. The certificate shall be issued based on interim test report is submitted.
12. Once the process gets completed, the applicant gets the call from the office for collecting the license.
13. The applicant has to collect the license by visiting the office.
14. This entire process can be completed within 7 days or as per the timeline advised by the respective department authority.

• Aadhaar of Authorized person
• Process flow diagram
• Consents under Air / Water Act issued by SPCB / PCC
• Registration Certificate for production of Biodegradable carry bags or commodities or both issued by concerned SPCB/PCC under Rule 13 Plastic Waste Management Rules,2018
• Geo-tagged pictures of raw material storage area, production area and product dispatch area
• Geo-tagged pictures of plant machinery
• Copy of Electricity Bill
• Copy of document giving details of pollution control measures
• Documents supporting procurement of raw material (Tax invoice etc.).
• Test reports as per Indian Standards IS/ISO 17899: 2022.
  • Testing has to be done at CIPET or a laboratory recognised under the Laboratory Recognition Scheme, of the Bureau of Indian Standards or laboratories accredited for this purpose by the National Accreditation Board for Testing and Calibration Laboratories.
