Apply In-Person:

  1. An application for the concurrence (usage of plot) certificate shall be submitted to the respective office of the concerned municipal corporation/municipal council/town panchayat as appropriate.

  3. Please go to the respective office and enquire with the information counter/the clerk at the office to know the section/authority designated for this process. Consult with the designated authority about the applying procedure for this certificate.
  4. Collect the application form or write on a plain A4 sheet as advised.
  5. Complete the application form. Attach all the required documents as per our “Required Documents” section of this page and submit it in 3 sets to the designated receiving authority as advised.
  6. After receiving the application, the authority will check the submitted application and document set. If all are in place, the application will be accepted. Please pay the non-refundable scrutiny fee as applicable, and don’t forget to take the receipt.
  7. The Authority will make entries about this application in the manual record or electronically using the computer. A record number will be given as acknowledgement for receipt of the application form. Please collect it and keep it safe for future reference.
  8. The applicant will be informed of the probable date of getting the certificate.
  9. ”SMS” triggered update on application status will be sent to the applicant’s mobile or applicant gets a call from the respective department about the application status.
  10. The application will be processed further. The respective department authorities will verify the documents for authenticity and a designated authority will be allocated to scrutinize the facts.
  11. On a scheduled date, the authority will visit the premises to do physical inspection and scrutinizes the facts about the application details. Also, the authority will escalate the matter with the neighbours for any objections raised.
  12. Once the inspection is complete and there are no objections raised, the inspection authority will submit a report to the concerned office.
  13. Based on the inspection results, the respective office of municipal corporation/municipal council/town panchayat will forward the application to the concerned district town planning department seeking the technical sanction.
  14. The district town planning department will obtain the concurrence from the director of the town planning and then communicate the technical sanction to the concerned municipal corporation/municipal council/town panchayat for issue of the final approval to the applicants.
  15. On receiving the technical sanction, the concerned municipal corporation/municipal council/town panchayat authorities will send the proposal along with the approval of the district town planning department (technical sanction) to their respective secretary/the authority concerned for issue of the concurrence certificate.
  16. The secretary/the authority concerned will review the proposal and grants the certificate. The concurrence (usage of plot) certificate will be prepared and it will bear the sign and seal of the secretary/the authority concerned of the respective municipal corporation/municipal council/town panchayat.
  17. The status, viz. Approval or Rejection (if any) will be conveyed to the applicant through an SMS or phone call.
  18. The applicant shall visit the respective local authority office once again and follow their guidelines to get the certificate.
  19. The certificate will be hand-delivered or delivered by post, or it will be delivered as per the applicable norms.


Note:
  • The technical sanction from the director of the town planning is sanctioned after the cross verification of the Town Planning Scheme/Master plan and also any Interim Development Order in force.
  • The land use rule applies to all the areas in the respective state, except for those areas notified as planning areas by the respective state government.

  • "FMB"/ Town Survey sketch or Patta/ Chitta/ Town Survey Land Records (TSLR) in owner’s name
  • Site plan in appropriate scale
  • Proposed layout/subdivision plan (in case of layout/subdivision proposal)
  • The “Topo” plan showing all existing developments surrounding the site for 500-metre radius (with marking of the water bodies)
  • Affidavit of undertaking in Rs.20/- (or for the said value) stamp paper by the applicant about the ownership of the land (clearly stating the document-wise, survey number-wise extent of each survey number of land)
  • The structural stability certificate duly signed by the owner and the licensee (architect & structural design engineer) along with their seal and registration number (in case of buildings other than ordinary buildings)
  • Drawing of the rainwater harvesting system as per requirement (in case of buildings other than ordinary buildings)
  • Detailed drawing/plan including design calculations for the columns, beams and all structural members of the structure including the position of the columns as per requirement (in case of multi-storey buildings)
  • Complete report including relevant drawings obtained from a competent soil mechanics/geotechnical engineer of a reputed firm
  • Aadhaar card


Note:
  • All the plans and drawings shall be duly signed by the owner and the licensee.
  • If any of these above documents require any applicable authorities report, please furnish as requested by the local authorities while applying.
  • All original and copies of original with self-attestation as advised by the respective authorities to be submitted as per requirement.
  • Apart from the above-mentioned documents, the authorities may ask the applicant to submit additional information or documents. Please provide them for processing.

  • The owner/occupier of the Land/ power of attorney holder/leaseholder is eligible to apply.

  • The certificate sanctioned will be valid for the purpose for which the applicant applied. There is no specific validity period applicable for such grants.

InstructionsEdit

  • The land for which the concurrence certificate is required should not fall in any of the following categories, namely:-
    • Public water body like channel, canal, tank, lake, river, etc…
    • Government lands, temple lands and other lands belonging to religious/charitable institutions.
    • Vacant lands with any encroachment on a public road or street or on any other land over which the applicant does not possess ownership right.
    • Lands below the alignment of high tension and extra high voltage electric line, including tower lines.
    • Land which is fit for continuing the cultivation.
  • The certificate may be refused only if the application is found to be against any of the provisions of the rules and guidelines.
  • Do not submit fake documents as a proof to obtain this certificate.
  • Incomplete application will be rejected.
  • Avoid spelling mistakes while filling the application form.

Need for the DocumentEdit

  • The applicant will be allowed to use the land for division of plot or for new construction or for building alteration/ addition of facility (like a swimming pool) /extension or for change in occupancy (based on the nature of ownership of the land/building) only after obtaining the concurrence of the respective competent authority. Without the concurrence certificate, these activities are not permitted.
