Procedure

No person shall manufacture any weight or measure unless he holds a valid licence issued by the Controller of Legal Metrology.
Apply Online - Maharashtra Apply for Manufacturer License under Weights and Measure Online with Images

1. Go to the online portal : online portal
2. In the given page please click “login” button under “New manufacturer license” to get login page.
3. Please enter the user name, password and click “Login” button to login.
   1. If you are a new user then use the “Register New User” option and follow the registration page prompts to complete the registration process and then login.
4. Once login, applicant will get a new page.
5. Please fill in all the relevant details as per page prompts
6. Upload required documents as per the prompt.
7. Pay necessary fee and submit the application.
8. A system generated acknowledgement will be provided. Please save it for future reference.
9. An SMS alert will be sent to the applicant regarding application submission.
10. Application will be forwarded online to the concerned Assistant Controller.
11. After scrutiny by the Assistant Controller, short fall in the documentation if any will be intimated through SMS along with the date of inspection.
12. The premises will be inspected by the concerned Legal Metrology Officer and documents in original will be verified and security deposit if applicable would be collected.
13. The Application will be forwarded online to the issuing authority concerned.
14. The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS.
15. If approved, certificate will be delivered as per applicable norms.

Apply In-Person:

1. Applicant shall approach office of the Assistant Controller of Legal Metrology / controller of legal metrology / Inspectorate Offices under whose dominion the manufacturing unit is located.
2. Link for contact details : link use the contact number to get office address.
3. Go to the office. Please consult with the authority for applying process. If applying in person is entertained then obtain the application form or write on a A4 sheet as advised.
4. After filling/completing application form attach all the required documents as per our required document section.
5. Submit the document set along with required/applicable fee to the receiving authority.
6. Submitted application will be verified by the authorities. If all are in place submitted application will be accepted.
7. Applicant will be provided with receipt for submission of application.
8. This application will be processed further by the department.
9. Applicant gets intimation from the department about the application progress. Follow the notification.
10. There will be inspection cum verification process from the department authorities on a scheduled date.
11. The premises will be inspected by the concerned Legal Metrology Officer and documents in original will be verified and security deposit if applicable would be collected.
12. This application along with inspection/verification report will be submitted to the issuing authority/controller of legal metrology concerned.
13. Based on the advice and report the registration process will be completed,
14. The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS.
15. If approved, the certificate will be issued as per applicable norms.

NOTE:

• A proof of sanctioned and installed and energized power load required for proper manufacturing of the items shall also be furnished by the applicant.
• The workshop premises should be suitable and adequate (not less than the area as prescribed)

Apply Online

1. To apply online, the applicant shall follow the given aaple sarkar link: Link and click on the "New User? Register Here" tab.
2. From the given options, select any one mode to create User ID and Password.
3. Now verify UID or Create your own user profile using OTP verification on your mobile.
4. A new page will open up where the applicant has to fill up all the personal detail(Name, D.O.B, Age, Gender, etc) in the portal.
5. Now enter the address as per the document.
6. After that provide mobile number and OTP, PAN No., UID No., and confirm password.
7. Now upload a photograph between 5kB to 20kB in JPEG format.
8. Now choose from the drop now menu any one of the Proof of Identity.
9. Finally provide a Proof of Address by clicking from the menu on screen.
10. Click on the declaration box and then click the "Register" tab.
11. After login, click Link and then click on “Apply”.
12. The applicant will get an application displayed.
13. Fill up the application form correctly and pay the requisite fee.
14. On completion, the applicant will be notified.
15. You can check the status of the application in the portal by signing in with User ID and password.

Apply through Mobile APP:

1. To apply via app, the applicant shall download the app from the given link: Link
2. Select the preferred language
3. A list of options will be provided from which the applicant must choose the concerned department
4. Now a list of services will be displayed from which the applicant must select the required service
5. The applicant must also provide the nature of service verification and click on “Apply” to proceed to verification
6. Once verified, the applicant will be informed about the further process.

Apply Through Centres:

1. To apply for Manufacturer License under Weights and Measure through centres, the applicant has to visit the respective “CSC” centre/sewa kendra. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. An application form can be obtained through the kiosk operator upon visiting the centre.
4. The applicant has to fill in all the necessary information in the application form.
5. Submit the application form with “Required Documents” to the office. It is advised to take the documents in original to the kiosk for scanning purposes.
6. The operator will process the application online.
7. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
8. Pay the fee as given in the “Fees” section of this page and collect the receipt.
9. An ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
10. Upon the satisfaction of the authorities, the permission will be granted according to the application.

• Certificate of registration of Industry/registration under Shops and Establishments Act/NOC from Gram panchayat as appropriate
• Authenticated document regarding Proprietorship /Registered partnership deed/memorandum of association and articles of association along with list of directors.
• Premises - ownership documents/ registered rent or leave license agreement or lease agreement NOC from the owner / NOC of the member if the premise is owned by family member.
• Model Approval certificate
• Machinery, tools and equipment list
• PAN card
• Profession tax registration
• List of qualified persons.
• Educational qualification certificate of the Applicant / qualified person
• Verification certificate of test weight or measure
• Self-declaration about whether any offence is pending against him in court and/ or police station
• Self-declaration about whether the Applicant has violated any of the provisions of Legal Metrology Act, 2009 or rules made there under.
• Electricity load approved certificate
• Latest electricity bill.
• Experience certificate (2 years)
• Receipt of property tax
• Aadhaar card of directors
• Bank’s Statement
• Copy of Test Reports

Self-attested copy of the applicable documents should be attached

Fees

Validity

Every licence issued to a manufacturer shall be valid for a minimum period of one calendar year and can be renewed.
