Maharashtra - Apply for Fertilizer (Insecticide) Manufacturing License

To get the fertilizer manufacture license the applicant must follow the below procedure.

Apply In-Person

  1. The applicant has to reach out to the licensing officer of the respective state agriculture department requesting the application form for manufacture license.
  2. The address can be found in the location & contacts section below.
  3. The licensing officer grants the application form after receiving the prescribed fee from the applicant.
  4. If an insecticide is proposed to be manufactured at more than one place, separate applications shall be made and separate licenses shall be issued in respect of every such place
  5. The application form is available under the download forms section link: FORM III .
  6. The licensing officer grants the license only if the applicant satisfy the eligibility criteria as mentioned in the eligibility section.
  7. The applicant can download the application form fill up the requested details and then submit the application form to the licensing officer.
  8. The application fee can be sent as demand draft along with the application form and the supporting documents as mentioned in the "Required Documents" section of this page.
  9. The applicant will get intimation for inspection of premises through post or mobile. The insecticide inspector will inspect the premises where the fertilizer is manufactured and the staffs involved in the manufacturing process.
  10. The reports are submitted to officer for reference.
  11. No license to manufacture an insecticide shall be granted unless the licensing officer is satisfied that necessary plant and machinery, safety devices and first-aid facilities, etc., exist in the premises where the insecticide is proposed to be manufactured.
  12. If all the criteria is satisfied the license is granted to the manufacturing unit. This is intimated to the applicant by post.
  13. The applicant can collect their copy of license from the licensing officer at the office.

Apply Online

  1. To apply online, the applicant shall follow the given aaple sarkar link: Link and click on the "New User? Register Here" tab.
  2. From the given options, select any one mode to create User ID and Password.
  3. Now verify UID or Create your own user profile using OTP verification on your mobile.
  4. A new page will open up where the applicant has to fill up all the personal detail(Name, D.O.B, Age, Gender, etc) in the portal.
  5. Now enter the address as per the document.
  6. After that provide mobile number and OTP, PAN No., UID No., and confirm password.
  7. Now upload a photograph between 5kB to 20kB in JPEG format.
  8. Now choose from the drop now menu any one of the Proof of Identity.
  9. Finally provide a Proof of Address by clicking from the menu on screen.
  10. Click on the declaration box and then click the "Register" tab.
  11. Now login with the user credentials.
  12. After login, click Link and then click on “Apply”.
  13. The applicant will get an application displayed.
  14. Fill up the application form correctly and pay the requisite fee.
  15. On completion, the applicant will be notified.
  16. You can check the status of the application in the portal by signing in with User ID and password.

Apply through Mobile APP:

  1. To apply via app, the applicant shall download the app from the given link: Link
  2. Select the preferred language
  3. A list of options will be provided from which the applicant must choose the concerned department
  4. Now a list of services will be displayed from which the applicant must select the required service
  5. The applicant must also provide the nature of service verification and click on “Apply” to proceed to verification
  6. Once verified, the applicant will be informed about the further process.

Apply Through Centres:

  1. To apply for Fertilizer (Insecticide) Manufacturing License through centres, the applicant has to visit the respective “CSC” centre/sewa kendra. Please tap on the following link to locate the centre according to the respective district: link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. An application form can be obtained through the kiosk operator upon visiting the centre.
  4. The applicant has to fill in all the necessary information in the application form.
  5. Submit the application form with “Required Documents” to the office. It is advised to take the documents in original to the kiosk for scanning purposes.
  6. The operator will process the application online.
  7. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
  8. Pay the fee as given in the “Fees” section of this page and collect the receipt.
  9. An ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
  10. Upon the satisfaction of the authorities, the permission will be granted according to the application.

  • Challan of fees paid( Section 13, Rule 9)Rs 2000 per Insecticide (Maximum Rs. 20,000)
  • Manufacturing process of the products
  • Flow Chart of Products
  • Copy of valid consent to operate from Maharashtra Pollution Control Board
  • Registration copy of District Industries Centre
  • No Objection Certificate from concerned civic administrative authority
  • Lease deed if the manufacturing site is not in the name of company
  • Undertaking of Manufacturer regarding quality assurance on Rs.100/- stamp paper in prescribed format
  • List of manpower (Expert Staff with Designation & Educational Qualification)
  • List of Machinery & Laboratory Equipment with their make and capacity
  • Safety provisions made for workers & production unit in general
  • Copies of all Insecticides registration certificates (complete set) (Section-9)
  • Specimen copies of label/s and leaflets as approved by C. I.B.& R.C.(Rule 18,19)
  • Appointment of the medical officer.(Rule 37,38)
  • Copies of documents of ownership of manufacturing/sale point/go down premises such as 7/12, revenue tax receipt etc.
  • Notarized document for the name of the responsible person (Under Section 33(1)) on stamp Rs. 100/- in the prescribed format
  • Preliminary inspection report from Local Insecticide Inspector Details

  • Memorandum of Association & Articles of Association

  • A person who applies for manufacturing license shall possess or shall employ a person possessing Master's degree in Chemistry with a Doctorate or a graduate degree in Chemical Engineering for manufacture of technical grade pesticides or a graduate degree in Agriculture Science with Chemistry for manufacture of pesticide formulation.
  • Any person desiring to manufacture or to sell, stock or exhibit for sale or distribute any insecticide or to undertake commercial pest control operations with the use of any insecticide may make an application to the licensing officer for the grant of a license.


  • The fees structure varies with the type of insecticide classified. Fee of rupees 2000 (Two Thousand) for every insecticide and a maximum of rupees 20000 (Twenty Thousand) for all insecticides for which the license is applied.
  • A fee of rupees one hundred shall be paid for a duplicate copy of a license issued, if the original is defaced, damaged or lost.


A license granted under insecticides (Amendment) Act, shall be valid for the period of 2 years, may be renewed from time to time for such period and on payment of such fee as may be prescribed.

  • If the licensee wants to manufacture/sell, stock or exhibit for sale of distribute/stock and use for commercial pest control operations, any additional insecticide, he may apply to the licensing officer for addition in the licence for each such insecticide on payment of the prescribed fee.
  • The license shall be displayed in the prominent place in the premises for which the license is being issued and shall be produced for inspection as and when required by an Insecticide Inspector, Licensing Officer or any other Officer authorised by the Government in this regard.
  • Any change in the name of the expert staff, named in the licence, shall forthwith be reported to the licensing officer.
  • No consumable items for human being/animals will be stored in the same premises where Insecticides are stored.
  • There must be adequate space and facilities to stock insecticides, so as to maintain their quality on shelf.
  • If the licensee wants to undertake during the currency of the license to manufacture for sale additional insecticides, he shall apply to the licensing officer for the necessary endorsement in the license on payment of the prescribed fee for every category of insecticides.

Need for the Document[edit]

  • A person who wants to produce, sell, stock, or distribute any insecticide are required to apply for insecticide license.
  • Traders has to strictly follow the Government classification of Insecticide for different use in agriculture or in industries. In order to be eligible for dealing with such classified insecticides, one has to get license.

  • Insecticide Act to regulate the import, manufactures, sale, transport, distribution and use of insecticides with a view to prevent risk to human beings or animals and for matters connected therewith. It extends to the whole of India.

The holder of a license has failed to comply with the conditions subject to which the license was granted or has contravened any of the provisions of this Act or the rules made there under. Then, without prejudice to any other penalty to which the holder of the license may be liable under this Act, the licensing officer may, after giving the holder of the license an opportunity of showing cause, revoke or suspend the license.
